The City of Benicia is seeking to create a comprehensive Eastern Gateway Infrastructure Master Plan (EG-IMP) for the East 5th Street Priority Development Area (PDA). This plan will establish a strategy for addressing infrastructure constraints and provide a path for realizing the community's vision of a walkable and bike-friendly neighborhood within this PDA. As part of this project, the General Plan Circulation Element will be amended for alignment with the EG-IMP, as well as a recently adopted countywide plan and applicable requirements of State law. The consultant should be well versed with land-use planning, civil engineering and CEQA experience. Background Recently, the city rezoned the 13.5-acre area surrounding the intersection of Military East and East Fifth Street to support mixed-use and multifamily housing development. The rezoning included requirements for new development to install 12-foot sidewalks with landscaping to improve the public realm. The project aims to transform the area from an underutilized commercial corridor into a vibrant and accessible community that is friendlier to cyclists and pedestrians. However, the existing infrastructure in the area still poses barriers to new development. Issues such as oversized and irregularly shaped public rights-of-way, underground infrastructure that sometimes bisects properties and limits development potential, deteriorating alleys, and narrow existing sidewalks need to be addressed. The EG-IMP will provide a strategy to address these infrastructure challenges and fulfill the commitments made in the Benicia Chapter of the Solano Transportation Authority's (STA) 2020 Active Transportation Plan and the Eastern Gateway Area Study. Currently, the City will update the Circulation Element of the Benicia General Plan to include up-to-date policies and programs to support bicycle and pedestrian safety and incorporate, by reference, the Benicia Chapter of the County's 2020 Active Transportation Plan. The Circulation Element was last updated in 1999. This will allow the City to have a robust Bicycle/Pedestrian Infrastructure Plan that can be used for future improvement projects and comply with the bicycle and pedestrian safety plans requirements of the PDA. Various further amendments may be required to ensure consistency with State law. City expressly reserves the right to further consider, accept or reject any or all Proposals submitted in response to this RFP; to request additional information or clarification of information submitted; to cancel or modify, in part or in its entirety, this RFP, or to request new Proposals or pursue any other means for obtaining the services contemplated by this RFP and/or the Professional Services Agreement. Question Deadline 06/17/2024 at 5:00 PM PT Question Response Deadline: June 24, 2024, 5:00pm As this Project is utilizing federal funds, the anticipated participation goal for DBE firms for this Project is 19%. Participation by DBE consultants or subconsultants shall be in accordance with information contained in the Consultant Proposal DBE Commitment (Exhibit 10-O1), or in the Consultant Contract DBE Information (Exhibit 10-O2) attached to and incorporated as part of this contract. If a DBE subconsultant is unable to perform, consultant must make a good faith effort to replace him/her with another DBE subconsultant, if the goal is not otherwise met.
