Site work and new construction of a detention facility in Carlsbad, New Mexico. Design plans call for the construction of a detention facility; and for site work for a detention facility.

As of September 3, 2024, the board approved a design team for Architectural and Engineering Services. Construction would be done as a modified design-build project. Design team has been identified. There is not a definite timeline yet, contract states until work is fully completed as agreed to by both parties. Schematic design, 8/20/24-10/25/25. Design development 10/26/24-2/24/25. Construction documents 2/25/25-9/22/25. The Board of Eddy County Commissioners is requesting qualification-based competitive sealed proposals for Architectural and Engineering Services for design and construction of a new Detention Center in Eddy County. Proposals that are received will be reviewed by an evaluation committee that will provide a recommendation for award to the Board of County Commissioners based on the highest-ranking offer in regard to specific criteria outlined in this Request for Proposals. Eddy County reserves the right to accept or reject any proposal or any part thereof; to defer action on the request for proposals; to reject all proposals; to waive any technicalities or informalities in solicitation process and to accept the proposal which, in its judgment, is most advantageous to the County. This project is funded in whole or in part by the federal American Rescue Plan Act (ARPA) funding, including but not limited to Procurement Requirements under 44 C.F.R. PT. 13 and 2 C.F.R. PT. 215, 2 C.F.R. Section 200.326 and 2 C.F.R. Part 200, appendix II, Executive Order 12549, Section 202 and 204 of Executive Order 11246, so Contractor is obligated to comply with all applicable federal law, regulations, executive orders, and United States Department of the Treasury policies, procedures and directives. All questions pertaining this RFP will need to be submitted via the procurement portal or in writing via email to Breanna Shields, Procurement Manager at bshields@co.eddy.nm.us. Responses to all questions submitted prior to the June 28th, 2024 by 5:00pm deadline as specified above, and will be answered via Procurement Portal by July 2nd, 2024 The method of Contractor Selection has not been Determined at this time.
