Reference Number 0000354831 The proposed project is a planning and design project focused on increasing the accessibility and safety for users of the Blue River Recreational Path in downtown Breckenridge between French Street and S. Park Avenue. By creating safe and intuitive recreation path routes, with grade separated underpasses and/or bridge connections across the Blue River, Watson Ave, and Ski Hill Rd, this project looks to support and encourage the increasing volume of users of the existing multimodal shared use path in downtown Breckenridge. The recreation path currently intersects multiple roadways at uncontrolled midblock crossings. Implementing grade separated crossings will increase safety and reduce congestion by removing the need for vehicles to yield to pedestrians and bikes crossing the roadways. In the downtown corridor of Breckenridge, the recreation path is also disjointed in areas and requires dismounting by cyclists, which leads to user confusion and may be discouraging use of the pathway system. Adding pedestrian/bike bridges at strategic connection points will increase usability and access to the system. The Blue River Pathways DRAFT Master Plan (Attachment D) is a working document that will provide conceptual direction for the locations of the recreation path bridges and underpasses along the project corridor. The engineering and design associated with this RFP will dictate the final locations of all structures within the project scope. This project will improve safety, usability, and access to Breckenridge's extensive multimodal network. It will help reduce vehicle trips and in turn reduce congestion, vehicle emissions, and improve the physical health of both residents and community guests. This project is being partially funded by the Colorado Department of Transportation (CDOT) through the Multimodal Transportation and Mitigation Option Fund grant originating as Federal ARPA funds. As such, the design must meet all CDOT and Town design and construction standards. Project documents will be reviewed by a CDOT representative to ensure compliance with all standards and specifications. The project will follow all requirements of the current Local Agency Manual. A Disadvantage Business Enterprise Goal of 10% has been established for the project.
