Building Management System Upgrades at Pha Properties Phase II All questions arising from this pre-proposal meeting will be addressed by addendum, if necessary. Proposals must be accompanied by a $10,000 bid guarantee, Equal Employment Opportunity form, and a MN Responsible Contractor Compliance Affidavit. The successful proposer will be required to furnish a satisfactory performance bond and separate payment bond. The PHA reserves the right to reject any or all proposals or to waive any informalities in the proposal. Scope of Work 1. Coordinate phasing of all work 2. Provide all temperature control work to replace existing controllers and update sensors and wiring as required. All controllers will be replaced with new BACnet compliant controllers. 3. Provide raceways where required by the National Electrical Code for existing wiring that is not currently compliant. 4. Intent is to use the existing IP/Ethernet connection and as much of the existing RS 485 twisted pair for the Controls LAN (Local Area Network). 5. Existing space temperature sensors will need to be replaced if they are incompatible with new system. Space temperature sensors that are I-stats need to be replaced. Any other temperature sensors connected to DCUs and UCs need to be replaced. 6. Existing controlled devices (valves and damper actuators) will be reused unless they are non-functional. New actuators shall be electric devices tied back to the new controllers. 7. Temperature control system shall be an open system with remote monitoring and alarming capability for major pieces of mechanical equipment. 8. Commissioning: systems shall be commissioned in accordance with the requirements of the Minnesota Energy Code. 9. All systems and components shall comply with BACnet protocol requirements to provide future interoperability. 10. Where applicable, the system shall be able to support Modbus IP or the Modbus RS 485 integration. Newer Fulton Boilers are Modbus RTU (RS 485). 11. IP/Ethernet and RS 485 cabling LAN shall also be BACnet compliant. 12. Provide new updated software with a minimum of 3 control manufacturer programming/configuration tool licenses. 13. Identification: All new panels housing controllers shall be clearly identified with labels identifying the controller(s) contained within the panel enclosure. 14. Wiring work shall be installed/performed by licensed and qualified trades people and licensed contractors.
