This is a formal solicitation of bids, which will be reviewed to determine that the functional requirements of Sandy City are met. The Sandy City shall be the sole judge as to which bid constitutes the lowest, responsive, and responsible. An award will be made after the appropriate approvals are received. Questions Deadline: 6/24/2024 10:00 AM (MT) All inquiries relative to this request for bid (IFB) must be submitted on Ion Wave and will be answered through online up to the Q & A deadline. Sandy City is soliciting bids to supply 3/8-inch Bituminous Concrete Paving Material from July 1, 2024 to June 30, 2025. The pavement mix design must meet the current asphalt specifications set in section 02513 in the manual 'Sandy City Standard Specifications and Details for Municipal Construction' (latest edition), available at the office of the City Engineer. With the exception, this pavement mix will not require the use of Hydrated Lime. Sandy City will provide its own delivery transportation for the asphalt material. This product is to be available for Sandy City to be loaded at your facility at any time during the asphalt producing months or when the batch plant is open on an as needed basis. An estimated 7,000 tons will be needed. This project may be awarded to more than one vendor because of travel time to batch plant, plant delays, and availability of the required material when needed by City crews. Submit a Marshall Mix design (when requested) using ASTM D 1559 procedures and comply with Sandy City Specifications. Use an aggregate that the combined dry mineral aggregate is uniformly graded and of such size, that it meets the gradations specified below when tested in accordance with AASHTO T-30. Gradation for the Bituminous Paving Material: 3/8 INCH - PERFORMANCE GRADE ASPHALT Sieve Size Percent Passing by Weight 3/8 inch 90-100 No. 4 <90 No. 8 32-67 No. 200 2-10 Material is allowed to have a maximum of 15% RAP (Recycled Asphalt Pavement). Anything over the 15% RAP will be rejected. The City reserves the right to reject any or all bids, to accept any bid in total or in part unless the offeror clearly states in its bid that acceptance must be on an "all or none" basis, to waive any minor irregularity or technical error in the form of bids or in compliance with the instructions to offeror, and to stop the selection process at any time it is considered to be in the best interests of the City. Any bid containing significant deviations from the specifications of the RFBs will be rejected as non-responsive. Offerors claiming minor irregularities or technical errors must assume the burden of identifying them and justifying them to the City in order for the bid to receive consideration.
