Reference Number 0000355239 Question Acceptance Deadline 06/20/2024 02:00 PM EDT Questions are submitted online No The City of Manitou Springs is accepting bids for the mill and paving of portions of various roads in Manitou and cape sealing additional roads. In addition, the City of Manitou Springs is looking to chip seal a portion of Serpentine Dr by Rainbow Falls to gain more life until necessary milestones are completed to make it practical to mill and overlay. See scope of services for further details. The bid shall have an Anticipated Scope of Services that includes the following: 1. The Contractor will provide project costs for crews and equipment, anticipated mobilization time, and anticipated project completion time. 2. The Contractor is responsible to provide all materials and equipment necessary for fabrication, construction, and/or installation of this project. 3. The Contractor is responsible for clean-up of area and affected near-by areas of the project and removal of all waste on a daily basis. 4. The Contractor is responsible for damages, inside or outside the project area. 5. The Contractor is responsible for their own confined space, roadway, and trenching safety procedures. 6. If the project requires street closure - partial or otherwise, the Contractor shall provide all necessary traffic control. All traffic control personnel must at a minimum carry a current CDOT Flagger Certification. A Traffic Control Plan must be submitted to and approved by City staff at the pre-construction meeting. The pre-construction meeting is to be scheduled at time of accepting the contract. The Anticipated Scope of Services will include the following: 1. The Contractor will provide a written Schedule for the work to be included in bid package. 2. All streets will be milled to a minimum depth of 2" and the paving will be 2" in depth and shall be full width, from either curb to curb, or approximate limits of existing asphalt. 3. Because of the difficulty in trying to quantify the amount of asphalt patching that may be needed either after milling or before chip sealing, the City is estimating that up to 12 tons of patching MAY be needed. 4. The bid shall list each road individually with a cost for each one in either square yards or square feet, per ton prices will not be accepted. 7. The Contractor shall place the asphalt when the ambient temperature is 50 degrees and rising. 8. All areas shall be thoroughly cleaned of debris and treated with a tack coat to ensure bonding of the top mat. 9. All wastes shall be disposed of by the Contractor on a daily basis. 10. The Contractor is responsible for hauling away all millings. 11. All manholes and valves shall be adjusted as needed by the Contractor, the Contractor will provide any and all grade rings. 12. Soft or unstable subgrade shall be removed and replaced as needed, and identified by the City, and will be paid for by the City. 13. The Contractor shall provide all necessary traffic control, all traffic control personal must at a minimum carry a current CDOT Flagger Certification. A Traffic Control Plan must be submitted to and approved by City staff prior to beginning of project. 14. The mill and paving projects shall follow Colorado Springs paving and testing guidelines as described in the Colorado Springs Standard Specifications Manual. 15. Prior to the start of paving, the Contractor must attend a project kick-off meeting with the City. 16. The Contractor shall notify all residents on each street at least 1 week in advance as to the date(s) and time the mill and paving will take place by door hangers. Work shall be arranged in such a manner as to cause a minimum inconvenience to the public and abutting residents. Full street closures should be avoided. 17. The Contractor will give residents at least 24 hours' notice if access to their driveways will be blocked at any time. 18. Work hours are Monday - Friday, 7am-7pm. 19. The Contractor is responsible for damages, inside or outside the project area, and is encouraged to photo log current conditions and maintain a daily log of progress throughout the project from commencement to completion. 20. The City holds the right to add or remove any streets listed, at the City's discretion. 21.
