This document provides guidance to consultants who conduct archaeological investigations on National Forest System land in Utah. It identifies practices and expectations, both shared and variable, across the state. Representatives from the State Historic Preservation Office (SHPO), the Utah Public Lands Policy Coordinating Office, and the Utah Professional Archaeological Council reviewed a draft of this document and provided valuable edits and comments. We anticipate this first version will generate additional questions and comments that will require issuance of a revised version next year. The Forest Service administers land within six units of the National Forest System in Utah: the Ashley National Forest, the Dixie National Forest, the Fishlake National Forest, the Manti-La Sal National Forest, the Sawtooth National Forest, and the Uinta-Wasatch-Cache National Forests. They are part of the Forest Service's Intermountain Region (Region 4), which includes Nevada, part of eastern California, southern Idaho, southwest Wyoming, and a small area of Colorado Location and Description: This is a UWCNF project being completed in partnership with Watershed Restoration Initiative. The UWCNF is proposing to carry out large, landscape level vegetation treatments as part of the ongoing efforts to confront the wildfire crisis, protect communities, and improve resilience on the North Slope of the Uinta Mountains. This is the second phase of the Anadarko project, with archaeological surveys associated with phase I completed in 2023. The area of potential effect (APE) for this project will cover 4,662.45 acres. Deliverables will be in accordance with SHPO and Forest Service guidance and will include a cultural resource review and assessment of the entire APE along with archaeological survey documentation and related findings. By increasing fuels treatments over time, promoting community readiness, and supporting postfire recovery and restoration, the aim is to reduce the exposure of infrastructure and natural resources to uncharacteristic wildfires. The proposed vegetation treatments will mitigate wildfire risks on the North Slope of the Uinta Mountains. The goal is to create and maintain healthy, fire-adapted landscapes that minimize risks to communities both during and after wildfires. Period of Performance: This project is broken over two years with the following milestones and deadlines (please see Work Limits below): Year one fieldwork completed: 11/1/2024. Year one draft deliverables provided to UWCNF and DWR: 2/7/2025. Year one final deliverables provided to UWCNF and DWR: 3/14/2025. Year two fieldwork completed: 11/1/2025. Year two draft deliverables provided to UWCNF and DWR: 2/6/2026. Year two final deliverables provided to UWCNF and DWR: 3/13/2026. Site Visits: there will be NO Site Visit Question Submission Close Date 6/17/2024 2:00 PM MDT The method of Contractor Selection has not been Determined at this time.
