Site work for a water / sewer project in Frederica, Delaware. Completed plans call for site work for a water / sewer project.
Project involves removal of the existing concrete bag jetties and installation of granite armor stone jetties on the north and south bank of the Murderkill River entrance. All bidder questions must be emailed to Joe Faries at Joseph.Faries@delaware.gov. Questions must be submitted by July 15, 2024, by 5:00 PM EST. A compilation of responses to any received questions will be issued to all plan holders as an addendum. Each bid must be accompanied by a bid security equivalent to ten percent of the bid amount and all additive alternates. The successful bidder must post a performance bond and payment bond in a sum equal to 100 percent of the contract price upon execution of the contract. The Owner reserves the right to reject any or all bids and to waive any informalities therein. A. PROJECT IDENTIFICATION - Murderkill River Jetties Rehabilitation Project - Kent County, Delaware. B. PROJECT LOCATION - The Project location includes the Murderkill River and Bowers Beach in Kent County, Delaware. This area is referred to as the "Site" in these Contract Documents. The Site location is shown in the Contract Drawings. C. PROJECT DESCRIPTION - The Work consists of furnishing all plant, labor, equipment, supplies and material, and of performing all operations and surveys in connection with the construction of two rubble-mound jetties adjacent to the Murderkill River entrance in accordance with the Contract Plans and these Specifications. Jetty rehabilitation will consist of constructing a new 566-foot jetty on the south side of the River entrance and rehabilitating 350 feet of jetty on the north side of the River. The jetties will be of multi-layer stone construction requiring 2,843 tons of foundation stone, 7,925 tons of bedding stone, and 17,310 tons of armor stone. The north jetty will require 1,123 tons of foundation stone, 3,548 tons of bedding stone, and 6,962 tons of armor stone. The south jetty will require 1,719 tons of foundation stone, 4,377 tons of bedding stone, and 10,348 tons of armor stone. All existing jetty materials (concrete bags and debris) removed from the template areas shall be legally disposed of via a concrete recycler or landfill. The jetties will be constructed generally perpendicular to the Delaware Bay shoreline and parallel to the Murderkill River entrance. Excavation of existing sediments is required, with disposal on north and south Bowers Beach as well as off-site disposal. Placement of geotextile and geogrid is required prior to placement of stone. a. North Bowers Beach - North Jetty Location: Construction access is proposed at the east end of Cooper Avenue. The staging area includes the beach south of Cooper Avenue between the vegetation line and the mean high water (MHW) line. The proposed jetty will be constructed on the north shoreline of the Murderkill River between 122 Murderkill Ave. and the recently constructed granite jetty. See Contract Drawings for exact locations. b. South Bowers Beach - South Jetty Location Construction access will occur either via Webbs Cutoff located south of the project area, between the vegetation line and the mean high water line, or the alley located at the northeast corner of South Bowers Road. The staging area includes the beach east of the construction access alley between the vegetation line and the MHW line. See Contract Drawings for exact locations. c. Murderkill River - Water Body between the two Jetties that includes a Federal Navigation Channel Base Work a. Mobilizing equipment, personnel, materials, and subcontractors necessary to perform the Work. b. Locating in the field all utilities present at the Site and within 200 feet of the Site. c. Preparing required Work plans and pre-construction submittals for approval. d. Constructing all necessary temporary facilities to support the Work, including but not limited to equipment and materials for staging areas, equipment-cleaning areas, and temporary sanitary facilities. e. Installing the required environmental controls. f. Removal of approximately 1,794 tons of existing concrete bag jetties. g. Excavation of existing sediments with beach disposal and grading. h. Constructing two granite rubble mound jetties using approximately 2,843 tons of foundation stone, 7,925 tons of bedding stone, and 17,310 tons of armor stone.
