The Greater Texoma Utility Authority (GTUA) on behalf of the City of Bells, TX (Owner) is requesting Bids from Contractors to install approximately 8950 LF of waterlines. This water line installation project will replace the old water infrastructure in Bells and improve water distribution consequently enhancing service. Project Description: Installation of approximately 8950 feet of watermains or waterlines and appurtenances on McFarland Street, Bells Boulevard (Highway 56), FM 1897, and Branch Street in the City of Bells, Texas. Approximately 5,320 feet are 6" PVC, 3,250 feet are 3/4 " PVC, and 380 feet are 8" PVC. The scope also includes the installation of 10 fire hydrant assemblies. Appurtenances include, but are not limited to, reducers, gate valves, thrust blocks, and blow-off valves. Additive Alternative: Complete removal of existing waterlines within the project area. This includes, and is not limited to: Excavation and extraction of approximately 8950 feet of old waterlines. Proper disposal of all removed material in accordance with local regulations. Restoration of excavation sites to original or improved condition, including backfilling, compaction, and surface restoration as required. Coordination with local utilities and adherence to safety protocols during removal operations. Instructions to Bidders: Bids shall be accompanied by a cashier's check or certified check upon a national or state bank in an amount not less than five percent (5%) of the total maximum bid price payable without recourse to the City of Bells, or an original bid bond in the same amount from a reliable surety company licensed by the State of Texas to act as a Surety and be listed on the current U.S. Treasury Listing of Approved Sureties, or a Binder of Insurance executed by a surety company licensed by the State of Texas to act as a surety or its authorized agent as a guarantee that the bidder will enter into a contract and execute a Performance Bond within ten (10) days after notice of award of contract to bidder. Performance, Payment, and Warranty Bonds will be required on the forms provided in the amount of one hundred per cent (100%) of the contract price from an approved surety company holding a permit from the state of the project state to act as surety, or other surety or sureties acceptable to the Owner. The Qualifications Statement in the Bidding Documents must be completed and submitted with the bid. In case of ambiguity or lack of clearness in stating bid prices, the Owner reserves the right to adopt the most advantageous construction thereof, to reject any or all bids, and to waive formalities. No bid may be withdrawn within sixty (60) days after the date on which bids are opened. The right is reserved by the Mayor and the City Council, as the interests of the City, to reject any or all bids and to waive any informality in bids received. For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents. The contract will be contingent upon release of funds from the Texas Water Development Board (TWDB). Any contract or contracts awarded under this Notice for Bids are expected to be funded in part by a loan from the Texas Water Development Board.
