Downtown Chico Complete Streets - Project Study Report. Question Deadline 07/24/2024 Description The City of Chico requests proposals from qualified consultants (Proposer) for the preparation of the Downtown Chico Complete Streets and Multimodal Project Study Report (PSR). The objective of this RFP is to select a qualified consultant to enter into an agreement to perform the work described below. The objective of the PSR is to consider possible alternatives for establishing a north-south gap closure from north Esplanade and Memorial Way that connects the downtown area to Park Avenue on the southern section. An east-west gap closure from Bidwell Park to the downtown area and Chico State University, as well as the feasibility for its implementation. The connections must be safe, convenient, cost-effective, increase pedestrian/bicycle access while minimizing the loss of parking spaces within each corridor. In addition to identifying the feasibility of various connections to downtown, the PSR will explore and identify a pedestrian zone in the core downtown area on E. 3rd street between Broadway and Wall Street. Various locations should be explored and identified, which may include a single block or the entirety of the corridor. This pedestrian zone will be closed to vehicular traffic, provide safety and security for pedestrians while minimizing the disruption of traffic circulation. Project Location: This project will close a gap between the soon to be constructed Class I facility on Esplanade and connect to the existing class II bike lanes on Park Avenue. The proposed area of the project is located at the southerly intersection of Memorial Way to the northerly intersection of West 11th Street. The east-west boundary is envisioned between the eastern most side of the intersection of Salem Street from the west and Flume Street to the east, with a connection to Bidwell Park on E. 4th Street. The City reserves the right to award a contract to the firm that presents the best qualifications and whose Proposal best accomplishes the desired results. The City reserves the right to reject any or all Proposals, or to waive minor irregularities in said Proposals, or to negotiate minor deviations with the successful firm. In the case of differences between written words and figures in a Proposal, the amount stated in written words shall govern. In the case of a difference in unit price versus the extended figure, the unit price shall govern. The method of Contractor Selection has not been Determined at this time.
