COMBINED SYNOPSIS/SOLICITATION The West Palm Beach VA Medical Center located at 7305 Military Trail, West Palm Beach, FL 33407 has a requirement for Annual and Quarterly Battery Testing Services. The attached Performance Work Statement (PWS) shall be adhered to. This is a combined synopsis/solicitation, Request for Quotation (RFQ), for commercial items prepared in accordance with FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written separate solicitation will not be issued. This solicitation is set-aside for Service Disabled Veteran Owned Small Businesses (SDVOSB). To be eligible for award quoter must be verified in Vendor Information Pages (VIP) (https://www.vip.vetbiz.gov) prior to the closing date and time of the RFQ and at the time of award. The applicable North American Industry Classification System (NAICS) Code and size standard are 335910 Primary Battery Manufacturing and 1,250 employees, respectively. FAR 52.212-2, Evaluation - Commercial Items is applicable to this procurement. This requirement will be awarded to a responsible contractor whose proposal represents the best value to the Government, considering price, technical factors, and past performance. Comparative evaluations will be used to evaluate offerors as prescribed in FAR 13.5. All offerors must be registered in System for Award Management (SAM) at https://www.sam.gov at time quotes are due to be considered for an award of a federal contract. Registration must be complete and not missing elements such as representations and certifications. To be eligible for this set-aside your company s registration must include the appropriate NAICS code. The government contemplates awarding a firm fixed price contract resulting from this solicitation. The base period of performance is July 1, 2024 through September 30, 2025 with four option years. All questions regarding this RFQ must be in writing and may be sent by e mail to kari.jeanlouis-haliburton@va.gov. You are reminded that representatives from your company SHALL NOT contact any West Palm Beach VA Healthcare System personnel to discuss this RFQ during this RFQ process. All questions and concerns regarding this RFQ shall be directed to the Contracting Officer. Vendor Questions: Questions must be received no later than June 22, 2024 by 12:00 PM EST. No further questions will be accepted after that date and time. Answers to Vendor Questions: Answers to vendor questions will be posted to Contact Opportunities on June 22, 2024 by 4:30 PM EST. Quotes: Quotes are due June 26, 2024 by 4:00 PM EST. Quotes shall be submitted via email ONLY to kari.haliburton-haliburton@va.gov. Quotes received after this date and time will be considered late in accordance with FAR Provision 52.212-1(f) and will not be evaluated unless the Contracting Officer determines the late quote will be accepted IAW 52.212-1(f)(2)(i)(A-C). Quoters shall review the Performance Work Statement (PWS) attached and provide pricing for a base year and four (4) option years. Vendors shall submit only one quote. Quotes received that do not contain all of the following information being requested may be considered unacceptable. Submission deadline: Your quote must be received at the e-mail address specified by the deadline specified on page 2. We will not consider any quote that we receive after the deadline unless we receive it before we issue an award and considering it will not delay the award. In case of an emergency that delays our operations and makes submission or receipt of your quote impossible, we will extend the deadline by one working day. The proposal should be concise and provide sufficient information to demonstrate the offeror s capacity to satisfactorily perform the task outlined in the Performance Work Statement. Recent is defined as work performed within the last three (3) years. Relevant is defines as work similar in scope of the work described in the PWS.
