The Vancouver Housing Authority (VHA) is issuing this competitive solicitation with the intention of awarding a contract for the purchase of janitorial cleaning services specific to turnover units for multiple VHA managed properties. In accordance with RCW 39.26, purchases of goods and services must be based on a competitive procurement process in which the Contract is awarded to the lowest responsive, responsible bidder. o Clean all woodwork including doors and casings, inside and outside of cabinetry
inclusive of drawers, shelves, baseboards, windowsills, casings, etc.
o Clean all device cover plates such as switch, plugs, electrical covers, etc., and reinstall.
o Remove all light fixture lens covers, clean free of bugs and debris, clean fixture, and
replace lens covers.
o Clean utility/pantry and bathroom fans and covers and reinstall, remove, and clean all
heat pump covers and louvers, vacuum/dust heat pump heads and reinstall covers and
louvers.
o Wipe down all walls and ceilings.
o Remove debris, clean and wipe down inside and out of all cupboards, shelves, doors,
and drawers throughout.
o Clean and wipe down all counter surfaces and backsplashes.
o Clean and mop hard floor surfaces free of spotting and/or streaking, strip and wax
floors, applying at least two coats of wax or the building's specific needs as provided.
o Clean inside of all windows, sills, framework, and tracks. Clean outside of windows and
screens.
o Clean all blinds, soaked/scrubbed or dusted as needed.
o Clean inside, outside, under, and behind of refrigerator and range/oven.
o Wipe down water heater.
o Clean faucets and sinks, utilize a stainless-steel cleaner and polish.
o Clean hood fan, filters, and light covers.
o Clean tub/shower and toilet(s), removing all hard water stains.
o Clean toilets, lids, and tanks.
o Clean mirrors and/or cabinets, including medicine cabinets.
o Clean heater and exhaust fans and grills.A pre-proposal meeting will not be held for this project. Question Deadline 06/28/2024 at 5:00 PM PT Communication with any VHA employee other than Procurement and Contracts staff regarding this solicitation is prohibited and may disqualify your bid/proposal. Questions must be submitted through electronically. All questions raised at any pre-proposal meeting and during the Q&A period will be answered and posted to electronically as an addendum. The initial contract term will be for one (1) year from the date of execution. The VHA may renew the contract up to four (4) additional one-year periods. Owner reserves the right to waive as an informality any irregularities in submittals and/or to reject any or all Bids. Owner requests that firms refrain from requesting public disclosure of information until a contract has been executed as a measure to best protect the solicitation process, particularly in the event of a cancellation or re-solicitation
