Renovation of an educational facility in Eugene, Oregon. Completed plans call for the renovation of a educational facility.

The University of Oregon (Owner) is seeking proposals from qualified Construction Manager/General Contractor (CM/GC) firms (Proposers) for the construction of the UO West Loop Electrical Infrastructure Project (the "Project") at the University of Oregon in Eugene, Oregon. The University of Oregon (the "Owner") is currently undertaking a series of phased electrical infrastructure upgrades campus wide. This current phase, the West Science Loop, will upgrade electrical infrastructure between Lawrence Hall and the Science complexes, and an alternate that will extend Feeder 12 south to Hayward. Construction documents for this phase are at a 95% completion state, and it is the desire of the University to engage a CMGC experienced in infrastructure and utility projects to perform preconstruction and construction phase services. The general scope and project requirements include the following: This project will complete the Knight Science medium voltage feeder loop. The project will extend Feeders FDR5, FDR7 and Standby Feeder SBF3 from switches located at Streisinger/Huestis (installed in a previous phase, the East Science Loop project), to new switches at Pacific and then extended back to the central switchhouse (Central Power Station). Feeders FDR5, FDR7 and Standby Feeder SBF3 will be extended both in existing tunnels and in new ductbanks. Three new switches (one 6 and two 8 way) will be installed near the Pacific Building. Work will involve underground utility work, including installing vaults below grade, utility/conduit pathways, and re-routing of existing underground utilities. Pre-construction scope will include design review, verification and locating existing utilities, constructability, early procurement of long lead items, specifically electrical equipment, and construction cost estimating. It is assumed that the successful CM/GC will engage critical trade partners such as electrical and civil sub-contractors for pre-construction services. Very detailed coordination and logistics planning efforts will be critical in working around science buildings, heavy pedestrian and service vehicle traffic, and existing utilities. It is the intention of the University, if the CMGC successfully performs the West Loop Phase from preconstruction services through warranty phase and at the University's discretion, to Contract with the selected CMCG for additional utility phases and projects with the selected CMGC. This will ensure continuity from phase to phase along with the building of institutional knowledge. In accordance with UO Policies and Procedures, the University of Oregon will use the request for proposals (RFP) competitive procurement process to select and enter into a CM/GC Contract with a CM/GC firm. The Owner intends to enter into a CM/GC Contract with the selected CM/GC firm that will initially include Preconstruction Phase Services only, for the scope of Work. There are provisions for adding Construction Phase Services through acceptance of Early Work packages and/or a Guaranteed Maximum Price (GMP) by contract amendment. The amendment(s) will include Construction Phase Services through completion of the Work. The Owner will evaluate each Proposer's capabilities with respect to the evaluation criteria set forth in Section VIII. Information will be obtained from various sources including information in Proposals and discussions with clients of Proposers and other sources. In order to more fully understand the finalists' relative qualifications, the Owner, at its sole discretion may select up to (3) finalists to be interviewed by the selection committee. When selected, the CM/GC will function as part of a team composed of the University, CM/GC and the multiple Design Teams. This RFP does not commit the Owner to enter into any agreement, to pay any expenses incurred in preparation or delivery of any response to this request, or to procure or contract for any supplies, goods or services. The University reserves the right to accept or reject any or all Proposal(s) not in compliance with the RFP or if it is in the public interest to do so. Scope: The Project included in this RFP will involve multiple design firms, including Architects, Electrical Engineers, and Civil Engineers. The CM/GC will engage with each of these firms and the Owner, providing both Preconstruction services, as well as holding Owner, Architect, Contractor (OAC) meetings during construction. It is expected that the CM/GC will develop and execute detailed Project Schedules, including the early procurement of critical path equipment. These detailed schedules will also include necessary shutdowns, and the CMGC will assist the Owner in mitigating the impacts of these shutdowns to University stakeholders. Location: The location of the project are sites north and east of Lawrence Hall, east of Pacific Hall, and extending south by Volcanology in existing tunnels and new ductbanks as described in Appendix B. Funding: The total Project budget is approximately $3M - 3.5M, not including the possible additional projects listed in item 6 of Section I above. The Project is funded by UO internal funds. The anticipated GMP range for the Project is between $2.75M and $3M approximately, as allocated in the project descriptions above. CMGC RFP/Contract June - August 2024. Pre-construction services August 2024 - May 2025. Early procurement late summer/early fall 2024. Utility groundwork summer 2025. Equipment installation/feeder work Fall 2025 July 23, 2024 Proposal Review Mtg/shortlist July 24, 2024 Notification of Shortlist interviewees August 7, 2024 Interview of finalists August 8, 2024 Notification of Selected CMGC Acceptance or rejection of the final construction documents phase construction cost estimate will constitute completion of Preconstruction Phase Services. If Construction Phase Services are added to the CM/GC Contract through authorization of Early Work or acceptance of a GMP, an amendment to the GM/GC Contract will be executed. If an amendment is executed, a 100% payment bond and a 100% performance bond for the completion of the Work under an Early Work Amendment, or GMP Amendment, as applicable will be required. See Appendices F and G for sample bond forms. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
