Canaveral Port Authority commissioners, who voted 4-1 on Aug. 21 to reverse their decision to build another cruise terminal at North Cargo Berth 8, may revert to their older plans to build the next cruise terminal on the south side. The reversal happened because state officials objected to the use of North Cargo Berth 8 for a cruise terminal rather than commercial spaceflight-related infrastructure. "I want to underscore how much we really do work with commercial spaceflight," Commissioner Wayne Justice told Orlando Business Journal. "We have an average of about two Falcon 9 lifts from the barge per week. We’re intimately part of this industry." Justice, who spoke with OBJ during the 2024 Space Coast Symposium Aug. 23 at Kennedy Space Center, said the port authority board always is open to conversations about how to use its space. He said he wishes state officials had picked up the phone to express their concerns instead of sending a strongly worded letter to the port earlier this month intimating funds would be redirected elsewhere if the cruise terminal plans for North Cargo Berth 8 were not scratched. "But what's done is done, and that's how they chose to do it," he said. “FDOT invested over $13 million in improvements to [North Cargo Berth 8] to support cargo operations,” the state's letter read. "Now, Port Canaveral has decided to unilaterally repurpose those state-sponsored improvements for alternative purposes. ... That decision must, therefore, be reversed." Justice said the now that the port did reverse the decision, it is considering building the new cruise terminal in the area near Terminal 3. "Victory Cruise, one of the gambling boats, ties up there, but they don’t need a huge pier. So, there’s an option to do something there." Prior to its May 9 announcement about building a north end cruise terminal, Port Canaveral CEO Capt. John Murray on Feb. 28 said a cruise terminal project was planned for the south side, taking the space on Scallop Drive occupied by Bluepoints Marina. The objective was to move Bluepoints' operations, which provides indoor and outdoor boat storage services, over to the Cape Marina property at the sea hub — about an eight-minute walk west. _____________________________________________ https://www.bizjournals.com/orlando/news/2024/08/21/port-canaveral-cruise-terminal-north-south.html Port Canaveral nixes new cruise terminal plans Canaveral Port Authority commissioners on Aug. 21 voted 4-1 to reverse their decision to build a new cruise terminal at North Cargo Berth 8 (NCB8). Chairman Micah Loyd said the state had asked the port to put its north side cruise terminal plans "on hold." The vote followed a strongly worded letter sent by state officials earlier this month intimating funds would be redirected elsewhere if the cruise terminal plans for NCB8 were not scratched. In it, Florida Transportation Secretary Jared Perdue and Florida Commerce Secretary J. Alex Kelly implied that building a cruise terminal on the now-vacant land violates the state's understanding of how that spot would be used. Perdue and Kelly wrote they believed North Cargo Berth 8 would be reserved for commercial spaceflight-related infrastructure. During the Aug. 21 meeting, Commissioner Fritz VanVolkenburgh said competition for space is a good problem to have. Jerry Allender, the board's secretary/treasurer, said he's confident solutions can be reached to make good on commitments to the space industry as well as the cruise industry. Allender then made a motion to reverse the prior cruise terminal decision. Commissioner Kevin Markey was the dissenting vote against the reversal. The vote was taken during a scheduled board meeting which previously was to include a vote on approving a contract and fee for the design of the now-reversed cruise terminal plans. Miami-based BEA Architects Inc. was slated to do the work. It is unclear whether BEA Architects will switch gears and take on a different port project. An email to the architecture firm was not replied to by the time of publication. The port's Director of Communications and Public Affairs Steven Linden also was not immediately available for comment. _________________________________________ The Canaveral Port Authority is seeking proposals from qualified Design-Build Teams for Cruise Terminal 7 Design-Build Parking Garage (RPF-24-6) for the Canaveral Port Authority, Cape Canaveral, Florida. The Request for Proposal (RFP) is a one step process which will include Qualifications, Presentations, Design, Technical, Pricing, and Scheduling components. The Owner reserves the right to reject all proposals with or without cause, to waive technical errors and informalities, and to accept the proposal that best serves the Owner.
