This project consists of providing construction management, inspection, and materials testing services in close coordination with other services provided by the program management consultant to deliver the Infrastructure Management Division's (IMD) Pavement Management Program (Program) in a single coordinated effort as efficiently and effectively as possible. The collective Program is the execution of several multiyear capital projects (detailed in Appendix A) focused on the programmed maintenance and rehabilitation of the county's pavement, curb/gutter, sidewalk, guardrail, and related assets (detailed in Appendix B) with special emphasis on ADA compliance. The project requires dedicated full time construction management and inspection staff that may fluctuate seasonally or based on the economy and volume of work, as well as on call support services related to construction management and inspection or as needed to support the Program. Assigned staff will report to the Program Office (2662 Riva Rd, Annapolis, MD 21401) or work out of company vehicles. Services provided shall include but not be limited to: a) Providing dedicated on-site construction management and inspection staff b) Providing material sampling, transportation, and testing services off-site c) Construction management, inspection, and materials testing services of soil, concrete, asphalt, and related construction work pertaining to county/state maintained assets within the public ROW in accordance with applicable Federal, State, and County requirements d) Construction contract administration of open-end line-item contracts without design/survey e) Review of contractor invoices and approval for payment f) Project scoping support, field layout, quantity takeoff, and cost estimation g) Project critical path identification and coordination h) Customer relations management and issue resolution during and after construction i) Project and contract documentation, records, status, and data maintenance/updates using custom developed county iOS apps, Google Sheets, enterprise applications, and custom databases (e-IDR, CM Reporting Site, various Task Trackers, Vueworks, etc.) j) Expenditure and accomplishment reporting k) ADA compliance audits for curb ramps using custom developed county iOS app l) Performing pavement, sidewalk, and curb/gutter condition ratings via human inspection or windshield survey with data entry using a mobile iOS app each winter (approx. 1/3 of all county roads each year). m) On-call emergency and non-emergency field investigation, and construction management services of county highway or related infrastructure in the event of failure or eminent, catastrophic, high profile, high risk conditions including, but not limited to: ATTACHMENT 1 a. Roadways b. Supporting slopes/embankments/retaining walls c. Culverts d. Bridges/abutments e. Dams/SWM BMPs f. Hazardous material spills g. Building collapse h. Flooding/storm damage Anne Arundel County reserves the sole right to evaluate the submittals and to reject any or all submittals if the County determines it is in its best interest.
