Site work and paving for a road / highway in Jersey Township, Ohio. Conceptual plans call for site work for a road / highway; and for paving for a road / highway.
The scope of work for this phase of the project will include but not limited to performing environmental studies, preliminary engineering (up to line grade and typical section), identifying necessary utility relocations, and developing preliminary right of way and construction cost estimates for the preferred alternative. Design considerations during this planning and feasibility phase would be developed in accordance with AASHTO, ODOT, Delaware, Franklin and/or Licking County subdivision regulation standards. Complete Streets concepts will be a consideration for the preferred alternative. Since future phases of the project development process will include use of federal funds, ODOT District 5 will be a partner to the TID for oversight responsibilities. A traffic study recently completed by the Licking County TID indicates that levels of service along U. S. Route 62 at the 4 intersections within this study area will degrade significantly due to travel demand from the Intel and New Albany Technology Manufacturing District (NATMD) developments just to the east. The objective of the project will be to identify, design and construct improvements to the U. S. Route 62 intersections with Beech Road, Tippet Road, Green Chapel Road, and Fancher Road to improve safety and efficiency. The project will primarily evaluate benefits of the realignments of Beech Road to County Line Road to create a continuous northsouth corridor from State Route 161 to State Route 37; and an east-west corridor between Fancher and Green Chapel Rds. Since these local road realignments would include possible relocation of their intersections at U. S. Route 62 the study must be coordinated the USR 62 corridor study recently initiated by ODOT. The work during the first phase will include a Feasibility Study and Alternative Evaluation Report for the local road connections. The necessary traffic studies will broadly consider regional traffic flows from Delaware and Franklin Counties that will utilize the Licking County local road network for the NATMD origins and destinations. After the feasibility phase the project will advance to the preliminary engineering. Compliance with Title VI of the Civil Rights Act of 1964 Licking County and the Licking County Transportation Improvement District, in accordance with Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C. 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that any contract entered into pursuant to this advertisement, all bidders including disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, national origin, sex, age, disability, lowincome status, or limited English proficiency in consideration for an award. The first phase of the project will be due 12 months after notice to proceed.
