The project scope for the CR 240 from SR 247 to CR 131, consists of signing installation and pavement markings placement for a distance of approximately 6 miles. Construction also includes signalization and other associated work. The County will, within ten (10) days after the opening of the Bids, return deposits of all Bidders except those posted by the three lowest Bidders, whose deposits will be returned upon final award and execution of the contract between the successful Bidder and the County, and after a satisfactory contract Bond has been executed. If the successful Bidder, for any reason whatsoever, withdraws from competition after the opening of the Bids, or fails or refuses to execute the contract and Bond within ninety (90) days after the Bidder has received notice of acceptance of his Bid, the Bidder shall forfeit to the County their Bid security deposit as liquidated damages for such withdrawal, failure or refusal. In the aforementioned situation, the successful Bidder shall be responsible to the Board of County Commissioners for the additional cost of said project, if any. The Columbia County Commission reserves the right to reject any or all bids and to add to the contract or delete from the contract to stay within their funding capabilities. No bidder may withdraw his bid for a period of one hundred and twenty (120) days after the date set for the opening of bids. The Board of County Commissioners of Columbia County, Florida, reserves the right to reject any and all bids, to waive informalities and to re-advertise. Late bids will not be considered. It is the bidder's responsibility to insure delivery of the Bid to the Columbia county managers on or before the date specified. BONDS: Bid, Performance and Payment Bonds and other instruments of security, furnished by the Contractor and his surety in accordance with the Contract Documents. The contract time for substantial completion is 70 calendar days after issuance of a Notice Proceed. Contract time shall begin as specified in the Notice to Proceed. Contract time for final completion is 30 calendar days after substantial completion is met. See Section F Special Conditions for substantial completion definition.
