SYNOPSIS: 36C77624Q0263 INTRODUCTION: In accordance with Federal Acquisition Regulation (FAR) 10.002(b)(2), this Sources Sought Notice is for market research and information purposes only at this time and shall not be construed as a solicitation or as an obligation on the part of the Department of Veterans Affairs (VA). The Department of Veterans Affairs, Veterans Health Administration (VHA), Program Contracting Activity Central (PCAC) is conducting a market survey and is seeking potential sources for the design and construction services for the Storage Building Replacement at the Iowa City VA Health Care System located at 601 Highway 6W, Iowa City, IA 52246. PROJECT DESCRIPTION: The goal of this project is to replace the existing storage building. The new building is to be adequately sized based on budget constraints and existing footprint. The project scope of work includes but is not limited to, providing all labor, materials, tools, equipment, and design-build services necessary for following scope: The scope of work for this project shall include but not be limited to the design and construction services for project 636-810, Replace Building for Storage for the Iowa City VA Health Care System. This project will remove the current Building 19, which was a temporary boiler building placed in 1976. This project will replace the old building (560 sf) with a new storage facility of a larger footprint and upper level (2000sf). The old building will be removed, the foundation repaired, and a new building will be built. The new building must include temperature/humidity control monitoring and controls for long-term storage of PPE, clean supplies, pandemic essentials, and IT equipment. This project also removes a vestibule from adjacent Building 1 and requires repair to the face of Building 1. PROCUREMENT INFORMATION: The proposed project will be a competitive, firm-fixed-price contract utilizing the design-build approach in FAR Part 36.3 Two-Phase Design-Build Selection Procedures (Final Specifications and Drawings will be provided). This project is planned for advertising in the summer of 2024. In accordance with VAAR 836.204, the magnitude of construction is between $2,000,000 and $5,000,000. The applicable North American Industry Classification System (NAICS) code is 236220 with a size standard of $45 million. The duration of the project is currently estimated at 270 calendar days from the issuance of a Notice of Award. However, the results and analysis of the market research will finalize the determination of the procurement method. The type of socio-economic set-aside, if any, will depend upon the responses to this notice and any other information gathered during the market research process.
