Hollister Quarry Wetland Mitigation Project. Estimated Bid Value $2,640,000 Scope of Services SCOPE OF WORK: The Hollister Quarry Mitigation Project (Project) was designed to provide compensatory mitigation for past City of San Diego (City) Storm water Department channel maintenance impacts and to also provide Advanced Permittee Responsible Mitigation (APRM) for future storm water channel maintenance projects identified in the City's Municipal Waterways Maintenance Plan and associated Final Environmental Impact Report (MWMP; Dudek 2020). The 2.46-acre mitigation site (consisting of 2.36 acres of planned mitigation credits and 0.10 acre of planted buffer) is located on one City-owned parcel (Assessor Parcel Number 6280510200) within the Otay Valley Regional Park (OVRP) and is entirely within the City's Multiple Species Conservation Program's (MSCP; City 1997) Multi-Habitat Planning Area (MHPA). The Project consists of the re-establishment and rehabilitation of riparian scrub habitats for wetland mitigation credits by removing quarry spoils and the dominant and highly invasive non-native giant (Arundo donax), lowering of existing uplands (disturbed land) adjacent to (and south of) the existing riverbed to expand the area capable of supporting wetland hydrology and vegetation, and planting/seeding with native species typical of southern willow scrub (e.g., riparian scrub) and mule fat scrub (e.g., transitional riparian scrub) vegetation communities. Re-establishment and rehabilitation shall be conducted within the designated mitigation site (and utilize the designated staging area) at locations identified on the Construction Documents. The work schedule is defined by an installation phase and a post-construction 120-day plant establishment period (Project contract period). The 5-year maintenance and monitoring period described in the Project's Habitat Mitigation and Monitoring Plan (HMMP; December 2021) will be completed under a separate contract and is not a part of this Project contract period.
