The Ector County ISD (ECISD) is soliciting a Request for Proposal (RFP) for Job Order Contracting Services for Plumbing. ECISD intends to award multiple vendors contracts based on the district's needs, projects, and time constraints. All awarded suppliers are treated as NON-EXCLUSIVE contracts, by which multiple vendors may be designated as suppliers for the services covered under the terms of the contract for the duration of said contract. Vendors will be used on an as needed basis throughout the district to provide services based on the district's needs. This RFP will not be a guarantee of the issuance of any Job Orders, but to establish you as a Certified Vendor to do business with ECISD. This Request for Proposal may include General Concept, Instructions/General Conditions, Special Terms and Conditions, JOC Supplemental Conditions, Insurance Requirements (if needed), the Construction Task Catalog(R), Technical Specifications, Proposal Forms and Evaluation. These provisions shall be considered as part of any resulting legal and binding contract/purchase order as if thereto attached or therein repeated. The Work will be set forth in the Detailed Scope of Work for individual Job Orders. The Contractor is required to complete each Detailed Scope of Work for the Job Order Price within the Job Order Completion Time. The Contractor will be required to perform Work at any site or facility under the jurisdiction of the Owner. It is the intent of Ector County ISD to award multiple contracts to fulfill the requirements of this RFP. A two-year contract is contemplated with an option for three (3) additional one-year extensions, subject to the annual review and approval by the Board of Trustees. Both parties must agree, in writing, for each annual extension. All terms and conditions of the Contract apply to each Job Order. If the Respondent requires the district to sign a separate contract, that contract must be included with the proposal submittal. Any separate contracts must include all provisions of this RFP, either by reference or specific inclusion. The contents of the RFP shall become part of any resulting agreement. The terms and conditions specified in this RFP shall be used as a basis for a contemplated agreement. Failure of a Respondent to accept these obligations may result in rejection. Any damages accruing to the district as a result of a Respondent's failure or refusal to execute an agreement may be recovered from the Respondent. The District may negotiate with a firm or firms, judged to be the most capable, competent and qualified, to arrive at a fair and reasonable fee for the services required. However, the District reserves the right to recommend award without negotiations. The District reserves the right to accept or reject any or all offers, to waive informalities, and to accept offers that are deemed by the District to be most favorable to the District.
