You Are Invited to Bid on a General Contract. The Contract Provides for the Construction of the Following: Work Includes, but is Not Limited to, Installation of 4 - 4' Diameter Precast Concrete Manholes Replacing Existing and Flush Manholes Along Existing Alignments; Construction of 4 8-inch Diameter Pipe Point Repairs (Approximately 65 Total Linear Feet of 8-inch Diameter Sdr 26 Pvc Pipe) of Various Locations and Lengths; Construction of 4 12-inch Diameter Pipe Point Linear Feet of 12-inch Diameter Sdr 26 Pvc Pipe) of Various Locations and Lengths; Rehabilitation of 5,943 Linear Feet of Existing 8-inch Diameter Vcp Sewer by Installing Cured-in-place Pipe Lining; Rehabilitation of 541 Linear Feet of Existing 10-inch Diameter Vcp Sewer by Installing Cured-in-place Pipe Lining; Rehabilitation of 1,539 Linear Feet of Existing 12-inch Diameter Vcp Sewer by Installing Cured-in-place Pipe Lining; Rehabilitation of 18 Existing Manholes by Various Methods; Installation of 106.8 Vertical Feet of Cementitious Manhole Liner; Pre- and Post-construction Internal Cctv Inspection of Approximately 8,023 Linear Feet of Sanitary Sewer; Erosion Control; Surface Restoration; Bypass Pumping; Traffic Control; and All Other Appurtenances Necessary to Complete the Project. Question Deadline 07/25/2024 Because of the time required to publish and deliver, no Addenda will be issued within the last 5 days before the date of opening Bids Interpretations or clarifications considered necessary by Engineer in response to such questions will be issued by Addenda mailed or delivered to all parties recorded by Engineer as having received the Bid Documents. Bids Will Be Received on a Unit Price Basis. Bidders Shall Be Qualified to Do Business and Licensed in Accordance With All Applicable Laws of the State and Local Governments Where the Project is Located. Bids Received From Bidders Who Are Not Recorded by the Owner as Having Received the Bid Documents Will Not Be Opened. Prequalification of Bidders Will Not Be Required. Owner Will Evaluate Bidders in Accordance With the Instructions to Bidders. Bid Security in the Form of a Certified or Bank Cashier's Check or a Bid Bond in the Amount of 5% of Total Bid Price Shall Accompany Each Bid in Accordance With the Instructions to Bidders. Bids Shall Be in Accordance With The Bid Documents. Bids Will Be Publicly Opened and Read Aloud Immediately After Time Stated Above. City of Osage City Council Chambers 221 South 5th Street Osage City, Kansas, 66523-0250 Completion Completion Time Shall Be as Follows: the Work Shall Be Substantially Completed Within One Hundred Twenty (120) Days After the Date When the Contract Times Commence to Run as Provided in the General Conditions, and Completed and Ready for Final Payment in Accordance With the General Conditions Within One Hundred Fifty (150) Days After the Date When the Contract Times Commence to Run. Additional Provisions Bidders on This Work, Including Sub-contractors or Vendors, Will Be Required to Comply With the Kansas Act Against Discrimination (K.s.a. 4-1001 Et. Seq.) and the Kansas Age Discrimination in Employment Act (K.s.a. 44-1111 Et. Seq.). Any Contract or Contracts Awarded Under This Invitation to Bid Will Be Funded in Part by a Grant From the United States Environmental Protection Agency. Neither the United States Nor Any of Its Departments, Agencies, or Employees is or Will Be a Party to This Invitation to Bid or Any Resulting Contract. This Procurement Will Be Subject to Applicable Regulations Contained in 40 Cfr 33. Any Bidder or Equipment Supplier Whose Firm or Affiliate is Listed on the Epa Master List of Debarred, Suspended, and Voluntarily Excluded Persons Will Be Prohibited From the Bidding Process. Anyone Submitting a Bid Who is Listed on the Epa Master List of Debarred, Suspended, and Voluntarily Excluded Persons Will Be Determined to Be a Nonresponsive Bidder in Accordance With 40 Cfr 33. A Contractor's Suspension/debarment Certification Will Be Contained in the Specifications; However, This Certification Should Not Preclude Any Interested Party From Ascertaining Whether the Certifying Firm or Person is Actually on the Epa Master List of Debarred, Suspended, and Voluntarily Excluded Persons. Bidders on This Work Will Be Required to Comply With the President's Executive Order No. 11246 - Equal Employment Opportunity. Requirements for Bidders and Contractors Under This Order and Other Regulations Are Contained in These Documents. All Contracts and Subcontracts Exceeding $100,000 at Any Tier Under a Kwpcrf Loan Agreement Shall Comply With the Anti-lobbying Act, Section 319 of Public Law 101-121, and File an Anti-lobbying Certification Form, and the Disclosure of Lobbying Activities Form, if Required, to the Next Tier Above. Bidders Must Fully Comply With Subpart C of 2 Cfr Part 180 and 2 Cfr Part 1532, Entitled Responsibilities of Participants Regarding Transactions. Contractors, Subcontractors, or Suppliers That Appear on the Excluded Parties List System at Online Are Not Eligible for Award of Any Contracts Funded by the Kdhe State Revolving Fund Programs. Owner's Right to Reject the Owner Reserves the Right to Reject Any or All Bids and to Waive Irregularities Therein, and All Bidders Shall Agree That Such Rejection Shall Be Without Liability on the Part of the Owner for Any Damage or Claim Brought by Any Bidder Because of Such Rejections, Nor Shall the Bidders Seek Any Recourse of Any Kind Against the Owner Because of Such Rejections. The Filing of Any Bid in Response to This Invitation Shall Constitute an Agreement of the Bidder to These Conditions. All Persons Awarded and/or Entering Into Contracts With the Owner Shall Be Subject to and Required to Comply With Applicable County, State and Federal Provisions Pertaining to Nondiscrimination, Labor Standards, Equal Employment Opportunity and Affirmative Action on Public Contracts. The Project is Being Partially Funded by Small Cities Community Development Block Grant Program Managed by the Kansas Department of Commerce. Attention of Bidders is Particularly Called to the Requirements as to Conditions of Employment to Be Observed and Federal Prevailing Wage Rates to Be Paid Under the Contract, Section 3 of the 1968 Housing and Urban Development Act, Segregated Facility, Section 109 of the 1974 Housing and Community Development Act, the Civil Rights Act of 1964, Executive Order 11246, and Buy America Build America Act. Minority Business Enterprises (Mbe), Women Business Enterprises (Wbe), and Disadvantaged Business Enterprises (Dbe) Are Encouraged to Submit Bids for This Work. The Contractor and Their Subcontractors on This Project Will Be Required to Comply With the Federal Davis-bacon Act; Copeland "anti-kickback" Act; and the Contract Work Hours and Safety Standards Act. Wage Rates Paid for Construction Work Shall Be at Least Equal to the Prevailing Wage Rates as Determined by the Secretary of the U.s. Department of Labor. The Labor Standards and Wage Rates Determination Are Included in the Contract Documents.
