The City of Redding reserves the right to reject any or all quotes, in part or in their entirety. In addition, the City will award any resulting purchase order or contract in a manner consistent with the City Purchasing Ordinance. The City of Redding ('City') is soliciting quotations from qualified, experienced organizations to provide a one-time encampment clean up service. Only organizations that have verifiable experience with trash clean ups as defined in Section IV will be considered. Quotations should consider all staffing, equipment, transportation, overhead, administration, training, and supplies necessary to complete clean up services. As California is disproportionately impacted by the effects of homelessness, lack of affordable housing, and other corresponding causes to homelessness, the City of Redding must on occasion clean up property that has been used by homeless individuals. Such property may be public property, other agency property, right-of-way property, or private property (with the property owners consent and permission to enter). The City is seeking a contractor for homeless encampment site cleanup within the City limits. Services will be performed as a one-time service. A 10% bid bond, 100% performance bond and 100% payment bond are required. All quotations must be submitted on the attachment provided by the City of Redding, accompanied by the bid bond or certified check and all required attachment documents. Quotations may be sent via: Overnight Delivery U.S. Mail to address Hand delivered to the address Question Deadline 07/11/2024 at 5:00 PM PT Any questions, interpretations, or clarifications, either administrative or technical, in writing. All pertinent questions will be answered in writing and conveyed to all bidders. Oral statements concerning the meaning or intent of the contents of this Bid by any person is unauthorized and invalid. City Response to Questions submitted via Addendum July 15, 2024 Tentative Contract Award July 31, 2024 Tentative Start Date August 5, 2024 The Contract will be awarded within sixty (45) calendar days after the opening of quotes. The City, however, reserves the right: (1) to award quotes received on the basis of individual items, or groups of items, or on the entire list of items unless this right is denied by the Bidder in its quote; (2) to reject any or all quotes, or any part thereof; (3) to waive any informality in quotes; and (4) to accept the quote that is in the best interest of the City. The City's decision shall be final. (a) The award of the contract, if it awarded, will be to the lowest responsible bidder whose proposal complies with all the requirements prescribed. If the lowest responsible bidder refuses or fails to execute the contract, the City may award the contract to the second lowest responsible bidder. If the second lowest responsible bidder refuses or fails to execute the contract, the City may award the contract to the third lowest responsible bidder. If award can not be made within 45 calendar days from the opening of quotes an extension period may be granted to keep the Quote open, upon written agreement between the City and concerned bidder. (b) Execution of Contract Upon the City's issuance of an intent to award letter, the bidder to whom the contract is to be awarded, shall submit all required bonds and certificates within 10 business days. Upon the City's approval of all submittals, the contract (purchase order) shall be executed by the bidder and returned within 10 business days. No proposals shall be considered binding on the City until the contract has been executed by all parties thereto. The method of Contractor Selection has not been Determined at this time.
