The County, through its Department of Support Services, Purchasing Unit, invites responses to this Request for Quotes (RFQ) from qualified laboratories to provide environmental analysis services. The County owns and operates a number of waste disposal, water treatment and wastewater treatment facilities. Environmental monitoring and waste assessment requirements at these facilities dictate the need for analytical laboratory services. The County is seeking to contract with qualified laboratories to provide these services. Question Deadline : 07/26/2024 at 2:00 PM PT, Responder(s) shall submit all inquiries regarding this bid via online. All answers to inquiries will be posted on online. Analysis results shall be reported electronically via email in both portable document format (PDF) and Excel spreadsheet format. When requested by County, analysis results shall be provided in a format suitable for uploading to various regulatory internet-based data management systems including, but not limited to, the State Water Resources Control Board's GeoTracker or California Integrated Water Quality System data management systems. If data submission services are available, the County may request that the contracted laboratory act as a data submitter for these or other data management systems. The selected laboratories will provide chemical and physical analysis of a variety of sample types, including but not limited to: water, wastewater, liquid and solid wastes, hazardous wastes, soils and sludges. Required analysis may include, but not be limited to, the tests and methods shown in the Shasta County Test List, attached to this RFQ as Attachment C (in ATTACHMENTS). The actual number, type and frequency of tests is uncertain. Services will be provided on an as-needed basis. Qualified laboratories must be Environmental Laboratory Accreditation Program ("ELAP") certified by the State Water Resources Control Board and shall submit proof of certification with their quote. This requirement is mandatory. Selected laboratories must maintain their ELAP certification throughout the contract period. Contracted laboratories must provide all required containers, preservatives, labels, coolers, and chain of custody documents, and offer sample collection services. Contracted laboratories shall have procedural safeguards to ensure exclusive custody and safekeeping of the samples. All analyses shall be performed by qualified personnel in conformance with approved test methods. Laboratories will be responsible for the proper disposal of all samples upon analysis completion.
