The Contractor shall provide stormwater system maintenance services (the "Work") on a scheduled and/or on call basis. Work includes but is not limited to: 1) Regularly scheduled inspection, cleaning, maintenance, testing, repair, and replacement of stormwater system components ("Regularly Scheduled Work"), 2) as well as mitigation, response and recovery from damages related to emergency events ("Emergency Work"); and stormwater system repair services related to capital projects on an as needed basis ("Project Work"). Prevailing Wage Rates apply to this project. Contractor shall comply fully with the provisions of ORS 279C.800 through 279C.870. The Contractor shall pay workers at no less than the specified minimum hourly rate of wage as provided in the Oregon Bureau of Labor and Industries (BOLI) publication titled "Prevailing Wage Rates for Public Works Contracts in Oregon, which is incorporated herein by reference, online Every subcontract shall contain a provision requiring payment of prevailing wage pursuant to the provisions of ORS 279C.800 through 279C.870. Current Prevailing wage rate: Effective July 5, 2024. Bidders may also request a copy of the Prevailing Wage Rates and rules by calling the Bureau of Labor and Industries at (971) 673-0838. The County will initiate contract negotiations with the responsive and responsible Bidder(s)with the lowest price. Multnomah County may, at its option, elect to negotiate general contract terms and conditions, services, pricing, implementation schedules, and such other terms as the County determines are in the County's best interest. If negotiations fail to result in a contract, the County reserves the right to terminate the negotiations and initiate contract negotiations with the next highest scoring responsive and responsible Bidder. This process may continue until a contract agreement is reached. Through this Bid process, the County is seeking to award one or more contracts, at the County's sole discretion, for the Work based on low bid. Multnomah County strongly encourages the participation of Minority-Owned, WomenOwned, Service Disabled Veteran-Owned, and Emerging Small Businesses and Organizations in providing these services. Contract Term: Fixed Term with County right to terminate on the anniversary date. The contract term shall be five (5) years. The County shall have the right to terminate the contract on any contract anniversary.
