UCLA requests a written response to this Request for Qualifications (RFQ) to select an Executive Architect for the proposed 5210 Pacific Concourse Drive Tenant Improvement Project (No. #906021.01), located at 5210 Pacific Concourse Drive, Los Angeles, CA 90045. The project will include an adaptive re-use tenant improvement of an existing, recently purchased laboratory building to accommodate UCLA Health Sports Medicine Institute, which may include, but not be limited to, an ambulatory surgery center, sterile processing, medical clinic, advanced imaging, clinical laboratory, and specialty pharmacy. The existing 2-story building was built in 2002, renovated in 2020, and consists of approximately 170,000 gross square feet (GSF) with associated surface lot parking. The new architectural program will be developed as part of the pre-design phase of this project. Responses to this RFQ should demonstrate familiarity with and experience in medical outpatient facilities and adaptive re-use building projects. The personnel proposed for this project must demonstrate expertise in these areas. The construction cost for this project has yet to be determined, however, it is anticipated to be approximately $90M, depending on the agreed-upon scope of work. The design shall comply with the University of California Policy on Sustainable Practices for green building design and energy efficiency. It shall meet LEED Gold requirements as indicated in the UC Policy. The project must also meet the California Energy Code (Title 24) energy efficiency standards and shall apply sustainability principles to the systems and components of the renovated building. The final selection and appointment of the architect for the proposed project is contingent upon project approval by the University of California Board of Regents or their delegated authority and shall comply with the California Environmental Quality Act (CEQA). The selection committee will base their review of the Executive Architects submitted proposals and selection on the Selection Criteria form (Attachment A). This RFQ is for full design services; however, the University reserves the right to defer negotiations concerning services other than pre-design studies until the completion of the pre-design phase. Every effort will be made to ensure that all persons have equal access to contracts and other business opportunities with the University within the limits imposed by law or University policy. Each Candidate Firm may be required to show evidence of its Equal Employment Opportunity policy. The method of Contractor Selection has not been Determined at this time.
