Webb County is soliciting the submittal of qualification statements from experienced Civil Engineering Firms interested in providing professional services for the preparation of a detailed Hydrologic and Hydraulic (H&H) study on the sections of an unnamed tributary to the Tex-Mex Creek that crosses both the San Carlos, Phase 1 and Tanquecitos Colonia's in Webb County. The professional services requested will include but not limited to topographic surveys, hydrologic and hydraulic analysis, Letter of Map Revision to FEMA, and drainage improvement reports/recommendations. These items are being solicited to assist Webb County in completing and implementing programs and/or projects funded with its allocation of American Rescue Plan Act (ARPA) funds. This document outlines the requirements, selection process, and documentation necessary to submit a formal statement of qualifications in response to this RFQ and in accordance with the Texas Professional Services Act and with the Code of Federal Regulations 200.318 - 200.327 (General Procurement Standards). Webb County Reserves the Right to Reject Any and All RFQ, to Waive Informalities in the RFQ Process, or to Terminate the RFQ Process at Any Time, if Deemed in the Best Interest for Webb County. In Addition, Webb County Shall Not, Under Any Circumstances, Be Bound by or Be Liable for Any Obligations With Respect to This Public Solicitation Until Such Time (if at All) a Professional Service Agreement Has Been Awarded and All Approvals Obtained in Form and Substance Satisfactory to the Webb County Have Been Executed and Authorized by the Webb County Commissioners Court, and Then Only to the Extent of Such Fully Executed Agreements. For assistance on supplier registration please contact Mr. Juan Guerrero, Contract Administrator with the Purchasing Department at (956) 523-4125 or email at juguerrero@webbcountytx.gov Award Webb County will award the professional engineering services to the highest-ranking respondent based on the published weighted criterion and will take the following steps during this process to award and finalize a contract for requested services: a) first select the most highly qualified provider of those services on the basis of demonstrated competence and qualifications; and b) then attempt to negotiate with that provider a contract at a fair and reasonable price. c) If a satisfactory contract cannot be negotiated with the most highly qualified the entity shall: d) formally end negotiations with that provider; e) select the next most highly qualified provider; and f) attempt to negotiate a contract with that provider at a fair and reasonable price. g) Webb County shall continue the process described in Subsection (b) to select and negotiate with providers until a contract is entered into.
