NCDOT No:36237.21.20.1 Ashe County and the Ashe County Airport (Airport) are proceeding with the Obstruction Removal Project - Phase 2 which consists of clearing on trees on airport property. The overall scope of work for the project includes clearing, erosion and sediment control, and seeding and mulching. The project includes approximately 17 acres of clearing in multiple areas of the airport and in areas on slopes 3:1 or steeper. All Contractors are hereby notified that they shall have proper Contractor's licenses as required by the state laws governing their respective trade in the state where this Project is located. Contractors shall meet the following bidding requirements: o Contractors must be listed on the NCDOT Prequalified list as a bidder or Prime to bid on this project. o Contractors, including subcontractors, must have a NC Contracting License pertaining to their discipline of work. o Contractors, including subcontractors, must be prequalified by the NCDOT to perform the work pertaining to their specific scope of work in the contract. The prime contractor for the project must be prequalified by the NCDOT as a prime. Bid security in the form of a bid bond equal to 5% of the total amount bid is required. Contract security in the form of 100% Performance and Payment Bonds will be required. No bid may be withdrawn after closing time for the receipt of bids for a period of ninety (90) calendar days. Notice is hereby given that the bid documents for this project contain a provision for participation by Minority and Women Business Enterprise (MBE/WBE). This project has a goal of 2% of the total dollar value of the contract to be performed by WBE/MBE subcontractors. Liquidated damages of $1,000 per day shall be assessed against the contractor for each day the contractor exceeds the contract time. The maximum construction time allowed for the Project is 90 Consecutive Calendar. Permitting the Contractor to continue and finish the work or any part of it after the time fixed for its completion, or after the date to which the time for completion may have been extended, will in no way operate as a waiver on the part of the Owner of any of its rights under the contract. Ashe County reserves the right to waive any informalities or irregularities in or reject any or all bids and to award or refrain from awarding the contract for the work, whichever is deemed to be in the Owner's best interest.
