Otsego Lake Township is inviting bids for the following proposed public improvement to be financed by special assessment. The proposed public improvement consists of the weekly roadside collection and disposal of garbage and rubbish from residential premises. It is currently estimated that there are 2320 residential premises within the Township. All bids should be on a per household or premises basis. All bids must specify when payment will be due to the waste disposal contractor. Bids should be for a five-year period commencing April 1, 2025 and ending March 31, 2030. The per household or premises price must be constant for the first three years of the proposed contract. For the fourth and fifth year, the bid may specify an amount different from the amount for the first three years or may provide a formula by which the amount for the fourth and fifth years will be calculated (such as a specified CPI index). The pickup at each residential premises is to be performed on specified days of each week. Collection is to be up to six bags (30 gallon size) or four 30-gallon containers of refuse, garbage or rubbish that is properly prepared and placed. Contractor will also be required to collect no less than one time per month, one large bulky item such as an appliance or furniture item, from each residential dwelling. The Contractor who is awarded the contract must provide a performance bond or an equivalent letter of credit equal to two years of the annual contract cost and must further provide Michigan statutory worker's compensation insurance, comprehensive general liability insurance, contractor's protective coverage for independent contractors or subcontractors, comprehensive automobile liability insurance, and such other insurances as are reasonably required by the Township, in amounts to be approved by the Township with evidence provided to the Township upon request. Additionally, Contractor must maintain general commercial liability insurance in an amount not less than One Million Dollars per occurrence and One Million Dollars in aggregate. Submission of a bid indicates acceptance by the Contractor of the conditions contained in this request for bids unless clearly and specifically noted in the proposal submitted and confirmed in the contract between the Township and the Contractor. The Township reserves the right without prejudices to accept or reject any or all responses received, in part, or in their entirety, for any reason whatsoever, to waive any informality or defect in any response or proposal as a result of the bid, or to negotiate separately with any source whatsoever in any manner necessary to serve the best interests of the Township, including negotiating the terms of any bid submitted . Any contract awarded shall be subject to and conditioned upon the approval of a valid special assessment for trash collection within the Township.
