The Work consists of work layout, clearing and grubbing as necessary, excavation, backfilling, soil compaction, dewatering, disinfection and testing, machinery, plant, etc. as may be required for the replacement of water mains in Town of Somerset, MA streets and easements and all work incidental thereto, in accordance with the Specifications and other documentation that may be attached hereto, and as directed by the Owner. All work will be undertaken in strict compliance with the Specifications and all applicable Federal, State, and local rules and regulations, and to the satisfaction of the Owner. Location of the Work will be at various sites throughout Somerset's water distribution system which also includes a portion of Dighton, MA as may be directed by the Owner. The intent of this IFB is for the selected Contractor to furnish all necessary labor, supervision, equipment, trench boxes, road plates, incidentals, tools, supplies, safety equipment, traffic control signage and barriers, etc. to perform the Work at various locations throughout the Town as directed by the Owner. The Contractor will provide all materials to perform the Work including piping, valves, fittings, structures, supplies, service connection components, etc. as may be required. Replace undersized and deteriorated water mains with new mains and services. Each Bid must be accompanied by a bid security consisting of a BID BOND, or, CERTIFIED CHECK issued by a responsible bank or trust company in the amount of 5% of the Total Contract Base Bid Price. PAYMENT BOND in an amount equal to 50% of the total amount of the contract price is required with a surety company qualified to do business in the Commonwealth of Massachusetts to ensure the faithful performance of the contract.The cost for the 50% Payment Bond will be included in the Total Contract Base Bid Price. Pursuant to these requirements, all work on the project must be completed by December 31, 2026. Attention is directed to the prevailing wage rates to be paid as determined by the Commissioner of Labor and Workforce Development and the weekly payroll record submittal requirements under the provisions of Massachusetts General Laws, Chapter 149, Section 26 through 27D inclusive. Selection of the contractor will be based upon bidder qualifications, including evidence of past performance in similar projects, and bid price. The contract will be awarded to the bidder deemed by the awarding authority to be the lowest responsible and eligible bidder in accordance with G.L. c. 30, ss39M, except to the extent otherwise required by applicable federal law pursuant to ss39M(d)(1), including, without limitation, 2 CFR 200.320(b)(1)(ii)(D). The bidder agrees that its bid shall be good and may not be withdrawn for a period of 30 days, Saturdays, Sundays and legal holidays excluded, after the opening of the bids. The Town reserves the right to waive any informalities, to accept or reject, in whole or in part any or all bids, or take whatever other action may be deemed to be in the best interest of the Town.
