All specific questions about the meaning or intent of the Bidding Documents are to be submitted to Engineer in writing via online "Ask a Question" feature. The Project generally consists of drilling and installation of 22 vertical landfill gas extraction wells. The Work is to be substantially completed for Owner's use within 100 calendar days from the date specified in the Notice to Proceed. Final completion of the Work shall be within 120 calendar days from the date specified in the Notice to Proceed. Liquidated damages of $1,000.00 per day will be assessed after the date for Final Completion. Bids will be received for a single prime Contract. Bids shall be on a per unit basis, as indicated in the Bid Form. Each Bid must be submitted on the prescribed Bid Form and accompanied by Bid security, as prescribed in the Instructions to Bidders. The Successful Bidder will be required to furnish the additional bond(s) prescribed in the Bidding Documents. In order to perform public work, the Successful Bidder and Subcontractors prior to Contract award shall hold or obtain such license as required by State statutes, and Federal and local Laws and Regulations. Wages paid to employees of the successful bidder shall be subject to the requirements of the Pennsylvania Prevailing Wage Act. No Bidder may withdraw their Bid within 60 days after the actual date of the opening of Bids. The County will not award a contract to anyone who cannot prove to the satisfaction of the County that they have sufficient experience in the installation of landfill gas wells and piping, and are financially able and organized to successfully carry out the Work covered by the Bidding Documents in the required time. Each Bid shall be accompanied by completed questionnaires relating to the Bidder's qualifications and financial status. All Bidders shall be aware that the County is an agency subject to the Right to Know Law. Any documents submitted should be considered as subject to potential public disclosure once the bid is awarded. In addition, the County will post information regarding the successful bid on the County website. The County reserves the right to reject all Bids or any Bid not conforming to the intent and purpose of the Bidding Documents, to waive any informality in Bids received, and to accept that Bid which in its judgement best serves the interest of the County.
