construction of: CITY OF COVINGTON, GEORGIA FLOYD STREET REPLACEMENT - NATURAL GAS PIPELINE SYSTEM The work consists of providing all labor, tools, skills, equipment, and all incidental materials not supplied by the city for the installation of approximately 9000 feet of 2-inch polyethylene gas main, fourteen tie-ins to existing 2 and 4 steel gas main and associated service tie-overs along Floyd Street in Covington Georgia. The Owner may consider informal any bid not prepared and submitted in accordance with the provisions hereof and may waive any informalities to reject any and all bids. Any bid may be withdrawn prior to the above scheduled time for opening of bids or authorized postponement thereof. Any bid received after the time and date specified shall not be considered. No bidder may withdraw a bid within 90 days after the actual date of the opening thereof. Each bid must be accompanied by a certified check or bid bond prepared on the form of bid bond attached hereto, duly executed by the bidder as principal and having as surety thereon a surety company approved by the Owner, in the amount of 5% of the bid The successful bidder, upon his failure or refusal to execute and deliver the contract and bonds required within 10 days after he has received notice of the acceptance of his bid, shall forfeit to the Owner, as liquidated damages for such failure or refusal, the security deposited with his bid. Bidder must agree to commence work on or before a date to be specified in a written "Notice to Proceed" of the Owner and to fully complete the project within 90 consecutive calendar days thereafter. Bidders must agree also to pay as liquidated damages the sum of $200.00 per each consecutive calendar day thereafter Oral interpretations of the meaning of plans, specifications or other contract documents shall not be binding over written material. Box 20191, Atlanta, GA 30325 and to be given consideration must be received at least five business days prior to the date fixed for the opening of bids SCOPE OF THE WORK The work includes furnishing all labor, tools, equipment, materials, skills, and incidentals necessary or required to construct and complete in place all of the work shown on the plans and covered in these specifications in accordance with the prices submitted in the bid proposal. All construction procedures and techniques used and employed by the Contractor shall meet the applicable requirements of the Pipeline Safety Regulations, Code of Federal Regulations, Title 49, Latest Edition. All such procedures and techniques shall be conducted in accordance with safe and accepted pipeline construction practices. 2. BACKFILLING 2.1. General After the pipe is lowered into the trench, selected backfill free from rocks and stones shall be uniformly compacted with approved mechanical tampers the full length of the pipe to a point one foot above the pipe in layers not exceeding 6". The remainder of the trench shall be backfilled in 6" layers and compacted with approved mechanical tampers and shall not contain any stones weighing more than 50 pounds each.
