Site work and new construction of a civil project in Toccoa, Georgia. Completed plans call for the construction of a water / sewer project; and for site work for a water / sewer project.

Bidder agrees to furnish all labor, materials, equipment, and any other appurtenances necessary to provide a new chemical feed system and chemical feed building, alum tank, and building repairs as shown in the Drawings and as specified in the Contract Documents. Work to be performed includes, but is not limited to mobilization/demobilization, bonds, insurance, taxes, grading, earthwork, liquid chemical feed system, reinforced concrete, prefabricated FRP building, FRP chemical storage tank, FRP metering manhole, electrical, mechanical, piping, valves, painting, soil erosion and sediment control, and all other appurtenances necessary for completion of the work and to place the new process equipment into operation. Contact information and submittal procedures for such questions are as follows: Question Deadline 08/27/2024 A. Questions to Engineer may be submitted through the Bidding Documents Website or by email to Amy Chinouth at achinouth@cartersloope.com. Interpretations or clarifications considered necessary by Engineer in response to such questions will be issued by Addenda delivered to all registered plan holders. Questions received less than seven days prior to the date for opening of Bids may not be answered. Time allotted for completion of work is 270 calendar days. All Work shall be completed in accordance with the plans and specifications. The Work will be awarded in one (1) Contract. All other questions may be directed to achinouth@cartersloope.com. Bidders must complete the Qualifications of Bidder (Section 00470) in order to be evaluated for award of the Contract. Refer to the specific requirements outlined in the referenced Section. The Scope of Work as described herein is defined as "utility contracting" in accordance with O.C.G.A 43-14-2(17) so the Contractor performing the work must provide proof of a valid license by the State of Georgia as a "Utility Contractor" and must also employ a "Utility Manager" certification holder who will have oversight of all the utility work. Therefore, the Contractor submitting a Bid must list the license number of the Contractor performing the utility contracting in Section 00470 and provide proof of a valid license. See Instruction to Bidders for additional bidding requirements. The purpose is to allow Bidders access to the jobsite and discuss any other questions the Bidders may have. Engineer will transmit to all prospective Bidders of Record such addenda as Engineer considers necessary in response to questions arising at the meeting. Oral statements may not be relied upon and will not be binding or legally effective. Bids shall be accompanied by a bid bond or certified cashier's check in an amount not less than 10% of the base bid. All bonds shall be by a surety company licensed in Georgia with an "A" minimum rating of performance and a financial strength of at least five (5) times the contract price as listed in the most current publication of "Best's Key Rating Guide Property Liability". Performance and Payment Bonds, each in an amount equal to 100% of the contract price shall be required of the successful bidder if contract is awarded. Each Bond shall be accompanied by a "Power of Attorney" authorizing the attorney-in-fact to bind the surety and certified to include the date of the bond. All qualifying Contractors and Subcontractors performing work with the City of Thomson must register and participate in the federal work authorization program commonly known as E-Verify, or any subsequent replacement program, to verify the work eligibility information of new employees. In order for a Bid to be considered, it is mandatory that the Bidder's Affidavit of Compliance with O.C.G.A. &13-10-91 be completed and submitted with the Bid. Owner reserves the right to reject any or all Bids, including without limitation, the rights to reject any or all nonconforming, nonresponsive, unbalanced or conditional Bids and to reject the Bid of any Bidder if Owner believes that it would not be in the best interest of the Project to make an award to that Bidder, whether because the Bid is not responsive or the Bidder is unqualified or of doubtful financial ability or fails to meet any other pertinent standard or criteria established by the Owner. No Bid may be withdrawn after the closing time for the receipt of Bids for a period of sixty (60) days except as specifically provided in the Instructions to Bidders and/or by State Law.
