The purpose of this RFP is to obtain the services of a qualified professional engineering firm to assist the City in performing professional bridge engineering services, including inspections that meet the guidelines of the National Bridge Inspection Standards (NBIS), associated professional engineering and project management tasks related to bridge repair or replacement projects, and guidance with developing and implementing a maintenance program. The City of Covington (a.k.a. "City" or "Owner") is requesting proposals from qualified professional Engineering Firms (a.k.a. "Offeror", "Contractor", or "Vendor) to provide annual bridge inspections for bridges maintained by the Department of Public Works for the City; to provide engineering services related to the maintenance, repair, rehabilitation and/or replacement of bridges; to provide assistance with grant applications related to the maintenance, repair, rehabilitation and/or replacement of bridges; to provide other related services related to bridges. A list of the structure is provided on this solicitation. All firms submitting proposals shall abide by all applicable State and Federal laws and be licensed to provide engineering services in the Commonwealth of Virginia. Lowry E-mail: alowry@covington.va.us Contractor will perform a routine inspection of the bridge, as defined by NBIS and the latest edition of VDOT IIM-S&B-27. This will include element level inspection, with documentation of National Bridge Elements (NBEs), Bridge Management Elements (MBEs) and Agency Developed Elements (ADEs). The inspections will be performed with a team of two (2) inspectors, one of which will satisfy the requirements of Team Leader, as defined by NBIS and Field notes and photographs will be recorded during the field inspection in order to appropriately document the bridge condition and for incorporation into the inspection report. We anticipate the inspection will only require a snooper and/or ladder to appropriately access the entire structure. It is our understanding that an underwater inspection is not required and therefore is not included in this scope. Elements exhibiting deficiencies which may pose immediate danger to the public safety or which require prompt maintenance will be brought to the City's immediate attention by telephone call, followed by the completion of a Critical Recommendation Form. Unless otherwise specified, all bids/proposals submitted shall be valid for a minimum period of 60 calendar days following the date established for receiving bids/proposals. At the end of the 60 calendar days the bid/proposal may be withdrawn at the written request of the bidder/proposer. If the bid/proposal is not withdrawn at that time, it remains in effect until an award is made or the solicitation is cancelled. The method of Contractor Selection has not been Determined at this time.
