"It is hereby agreed between the parties that this agency will require affirmative action requirements be met by contractors in relation to Minnesota Statute 363A.36 and Minnesota Rules 5000.3600. Failure by a contractor to implement an affirmative action plan or make a good faith effort shall result in revocation of its certificate or revocation of the contract (Minnesota Statute 363A.36, Subd. 2 and 3)." Each bid shall be accompanied by a bidder's bond naming the County of Renville as obligee, or certified check payable to the Auditor/Treasurer of Renville County equal to at least five percent (5%) of the amount of the bid, which shall be forfeited to the County in the event that the bidder fails to enter into a contract. Each bid shall also be accompanied by an approved affirmative action certification. The County Board of Commissioners reserves the right to retain the deposits of the three lowest bidders for a period not to exceed sixty (60) days after the date and time set for the opening of bids. No bids will be withdrawn for a period of sixty (60) days after the date and time set for opening bids.
