Site work for a civil project in Kingwood, West Virginia. Completed plans call for site work for a water / sewer project.

The approximate work to be bid upon includes decommissioning 46 residential grinder pump stations and installing new gravity sewer service as well as extending sanitary sewer service to approximately 46 new residential customers. Bids shall be accompanied by a certified check or bid bond payable to the City of Kingwood in an amount equal to five percent (5%) of the base bid. A bidder may not withdraw the Bid for a period of ninety (90) days after the date set for the opening of bids. Question Deadline 08/28/2024 All questions about the meaning or intent of the Bidding Documents are to be submitted to the Engineer in writing. Questions received less than seven days before the date for opening of Bids may not be answered. The awarded Contractor and all Subcontracts will be required to comply with all laws pertaining to federal wage rates as issued in accordance with the Davis Bacon Act. The Contractor and all Subcontractors will be required to pay the federal wage rates appropriate for each worker classification. Each Bidder must fully comply with the Disadvantage Business Enterprises, and Affirmative Action Requirements, as identified in the contract documents. The Bidder agrees to make "positive efforts" to subcontract a portion of the total value of the contract to Disadvantage Business Enterprises. This shall be done in compliance with the six (6) affirmative steps as outlined in 40 CFR 33.240. Failure to demonstrate positive efforts to do so may lead to rejection of bids. For this program, the term "subcontract" includes all construction, modification, and service work contracted for by the bidder in the execution of the work under this contract. All work as described below shall be substantially complete within 360 calendar days after the date when the Contract Times commence to run and completed and ready for final payment within 390 days after the date when the Contract Times commence to run. Liquidated damages shall be $1,000 per day The City of Kingwood reserves the right to reject any or all bids. Bids received after the scheduled closing time for the reception of bids will be returned unopened to the bidders.
