Site work, paving and outdoor lighting for a mixed-use development in Miami, Florida. Completed plans call for site work for a playground / park / athletic field; for outdoor lighting for a playground / park / athletic field; for paving for a playground / park / athletic field; power facility; sidewalk / parking lot; sidewalk / parking lot; and sidewalk / parking lot.

As of October 4, 2024, this project has not yet been awarded. A timeline for award has not yet been established. The Seawall, Baywalk, and Landscape Improvements at Jose Marti Park is a new construction development project located at 362 SW 4th Street, Miami, FL 33130. The Work consists of furnishing all materials, labor, and equipment necessary for the installation of turbidity curtains and the replacement of approximately 1,300 linear feet ("LF") of seawall and baywalk at the park. At a minimum, the scope of work includes: * Partial demolition and disposal of existing bulkhead, articulate concrete block revetment shoreline, coastal debris to include the existing seawall bulkhead, removal of articulated concrete blocks, existing paving on plazas and paths, existing concrete steps and ramps, removal of existing furniture, lighting fixtures, the removal of palm trees and other trees, relocation of trees to an upland area within the park per tree disposition plan, and relocation of flagpoles and Jose Marti monument. * The replacement of the baywalk and bulkhead include installation of pervious surfaces/materials that are in accordance with the Miami 21 design criteria; living shoreline and associated plantings, drainage infrastructure, and the installation of an outfall structure shall be constructed through the seawall sheet piles; tidal backflow prevention valves, floating boardwalk, viewing platforms, kayak launch, gangways, ferry dock, maintenance dredging (all work to be performed on landside), solar lighting, seating benches, trash receptacles, planting, irrigation bike racks, signage, and other park amenities. Written questions must be submitted through online. Late questions will not be considered. Part of the waterfront improvements fall under Florida Department of Transportation ("FDOT") ownership and there will be a construction agreement in place with FDOT that will be part of the bidding package. Terms will require an Unanticipated Findings Protocol for archeological findings. A Construction Engineering Inspections ("CEI") vendor (under a separate contract) will be on site to monitor construction activities to the area immediately below the I-95 overpass bridge. The Contractor under this ITB contract is required to coordinate with the CEI on construction related matters. Bid security percent:5% All bids shall be accompanied by either an original Bid Bond executed by a surety transacting business in Florida meeting the requirements of the City, or by cash, money order, certified check, cashier's check, Unconditional/Irrevocable Letter of Credit by a bank transacting banking business in Florida, Bid Bond Voucher (for Projects totaling less than two hundred thousand dollars ($200,000) inclusive of all fees, costs, and expenses) issued to City of Miami by certified check, treasurer's check, or bank draft of any national or state bank (United States) (excluding personal checks), in the amount of five percent (5%) of the total bid amount (payable to City), and conditioned upon Contractor executing the Contract and providing the required Performance and Payment Bond and evidence of required insurance within fourteen (14) calendar days after notification of award of the Contract. Where required by the Contract Documents or by Florida Statutes, the Contractor shall, within fourteen (14) calendar days of being notified of award, furnish a Performance/Payment Bond ("Bond") containing all the provisions of the attached Performance/Payment forms. Each Bond shall be in the amount of one hundred percent (100%) of the Contract value at award, including any dedicated and/or Owner's Contingency allowances, guaranteeing to City the completion and performance of the Work covered in the Contract Documents, as well as full payment of all suppliers, laborers, or Subcontractors employed pursuant to this Project. Each Bond shall be with a surety, which is qualified pursuant to Article 9, "Qualification of Surety. Minimum Requirements: Prospective Bidders shall submit the following with their bid on the Bid Due Date: 1. Have a current Certified General Contractor ("CGC") license from the State of Florida AND have a minimum of five (5) years' experience under its current business name. 2. The General Contractor shall demonstrate experience as the Prime Contractor for at least three (3) projects involving the implementation of adaptive re-design in a park of comparable scope, scale, and complexity to the Project, with a construction cost of at least $10 Million, with a minimum of one (1) project completed within the last five (5) years. The General Contractor must have a proven track record of coordination with and between all applicable trades, including but not limited to, structural, mechanical, plumbing, electrical, seawall and baywalk components as it may be required during the construction of the Project. 3. Reference projects must be submitted utilizing Form ITB-GCR and shall demonstrate that the General Contractor: i) was the General Contractor for the project; and ii) self-performed at least ten percent (10%) of the physical labor construction work for the project. At a minimum, the Contractor is responsible for the mobilization of labor and equipment, site security, installation of the project perimeter fence, clearing and grubbing, demolition and disposal of existing drainage and park amenities. The City of Miami reserves the right to accept any Bids deemed to be in the best interest of the City, to waive any minor irregularities, scrivener's errors, omissions, and/or technicalities in any Bids, or to reject any or all Bids and to re-advertise for new Bids, in accordance with the applicable sections of the Florida Statutes, the City Charter and Code, and this ITB.
