A near-term task under this on-call contract will be at the Don Pedro Wastewater Treatment Plant. In order to understand the County's scale and budget, this WWTP treats approximate 15,000 gal/day or approximately 50 residential homes. The consultant will start with the preparation of a design concept to outline the requirements and performance criteria for the automation components of the facility. An existing I/O list will be prepared. However, the County's existing system is decades old and outdated, so it's likely the project will involve starting anew with field devices, RTUs, PLCs, a central computer system, an HMI, and new SCADA software. Mariposa County ("County") is seeking Statements of Qualifications from qualified professional services consultants ("Consultant") to provide on-call Supervisory Control and Data Acquisition/Programmable Logic Controller design, Human Machine Interface programming, system integration, panel construction and installation, and on-going maintenance. The consultant shall provide these services for a period up to five years. Due to the critical nature of the control systems in relation to service delivery, all work must be performed with minimal interruption to system operations. Qualified firms interested in being considered for this project should submit a Statement of Qualifications that reflects their ability to provide the requested services. All SOQ submissions must contain the following components: A letter of interest signed by the contact representative for the participating firm with the name, address, and telephone number of the submitting firm. A detailed statement of qualifications of the participating firm, a list of the individuals who would be assigned to provide the services, and a description of the experience of those individuals who will be involved with the project. A description of the firms related prior experience in water and wastewater SCADA/PLC systems. Include a statement on the ability to meet the following minimum insurance requirements:
General Liability: $1 million combined single limit per occurrence.
Automobile Insurance: $1 million combined single limit per occurrence.
Errors and Omissions Liability Insurance: $1 million each occurrence/$1 million policy aggregate.

If such negotiations are not successful, negotiations may then be entered into with the firm receiving the next highest rating.
