The scope of work includes the installation of electronic flashing school zone speed limit devices at the Frances McClure Elementary School and the Twin Rivers Primary/Intermediate School along Longvue Drive and Cornell Street. It is intended that the work described in this Contract be complete in every detail, including furnishing, constructing, installing, removing and testing all equipment, materials and products necessary for the aforementioned scope of work. All work is to be performed within public right-of-way. Any work performed outside of the public right-of-way will be the Contractor's responsibility to coordinate with private property owners. Proposals must be upon the forms furnished by the School District. The bid must be accompanied by a certified check or bid bond in the amount of ten percent (10%) of the bid, made payable to the McKeesport Area School District to guarantee the bidder's entrance into the contract if given the award. Attention is directed to the fact that procurement is subject to all requirements of the Pennsylvania "Steel Products Procurement Act, Act No. 1978-3"; and for Contract value exceeding $25,000, the Pennsylvania Prevailing Wage Act (Act of 1961 P.L. 987), and The Public Works Employment Verification Act (July 2012) apply. The School District shall (a) award the construction contract to the lowest responsible bidder therefore, or (b) reject all bids received within ninety (90) days of the date of bid opening; provided, however, that the School District may, in its sole discretion, delay such award or rejection for up to one hundred twenty (120) days from the bid opening date until the School District has received all required approvals from other governmental agencies. Bidders on this work will be required to comply with Title VI of the Civil Rights Act of 1964. The School District reserves the right to reject any or all proposals and to waive any informalities in the bidding.
