The City of Port Arthur (City) intends to select a qualified professional engineering firm(s) to provide engineering services including Electrical engineering/design, project management and field service for the City's Water Utilities Purification Division. The City is soliciting Request for Qualifications (RFQ) from those interested in providing these services. 1. Currently registered with Texas Board of Professional Engineers and Texas Dept. of Licensing and Regulations as an electrical contractor 2. Current licensed Professional Engineer and master electrician on staff 3. Experienced with medium and low voltage systems. 4. Within one month, have extensive working knowledge of the specific electrical distribution, automation systems and equipment (medium and low voltage switchgear, motor controls and transformers, etc.). Able to respond to critical failures quickly and effectively without having to devote unnecessary time to research. 5. Have electrical on-site field service support capabilities (Licensed professional engineer or master electrician) for troubleshooting purposes, project/repair/maintenance management and emergency response. 6. Capable of on-site response to emergencies within 1 hour by licensed professional engineer or master electrician with working knowledge of the plant electrical supply, distribution, automation and equipment. 7. Ability to directly acquire auxiliary diesel generators in sizes up to 2500 KW and supply voltage of 480V, 4160V and 13,200V on short notice 8. Ability to develop equipment/material specifications and acquire critical electrical components on short notice from direct contacts with electrical manufacturers for switchgear, transformer, motor control, variable frequency drive, automation equipment, etc. 9. Ability to arrange for qualified sub-contractor services related to electrical installation and programmable logic controller automation. 10. Ability to work with local utility and regulatory agencies and submit required documentation. 11. Capable of QA/QC program development including documentation, inspection, testing and commissioning. 12.
