The Department intends to develop and finalize recommendations resulting from this contractor interface process and will advance designs to the PS&E stage for advertising in the 2nd quarter of 2027. This project specific prequalification invites input from the contracting community to help meet key construction goals including minimizing traffic impacts, reducing bidder's risk, and reducing cost. The project location, traffic impacts, contractor access and material handling, rigging and installation, and scope of work are significant, requiring anticipation and understanding of the design and its impact to construction. The purpose of this rehabilitation project is to replace the uphaul and downhaul span operating ropes at all four lift span towers. Replacement will include temporary access to counterweights, removal of the existing operating rope assemblies, installation of new ropes, pre-tensioning and field testing. The ropes will be installed in the existing configuration. These wire ropes are wrapped around operating drums at the base of each tower and attach to the top (downhaul) and bottom (uphaul) of the counterweight, also located within the tower. The review process will focus on the following: Review of construction procedure alternatives o Consideration of lift span location during rope replacement o Discuss installation details Site access including laydown area Time requirements Maintenance of traffic requirements
