Allows zero unit prices and labor Yes N Allows negative unit prices and labor Yes The City of St. Louis, Board of Public Service ("BPS"), is seeking Statements of Qualifications ("SOQ") from firms interested in providing on-call architectural and engineering (A/E) design and consulting services to the Board of Public Service for the new task-order contract for various projects within the City of St. Louis. The purpose of the project is to assist the BPS Department of the President with the expertise required for cost-effective maintenance and repairs of the City-owned building facilities. Those include approximately 160 buildings such as 9 City Recreation Centers, 30 Fire Houses, St. Louis Police Department facilities, Courthouses, miscellaneous structures in City Parks, including several major regional landmarks like Forest Park, Eads Bridge, the Gateway Transportation Center, the Soldiers Memorial Military Museum, and St. Louis City Hall. This contract will be task order-based. The detailed scope of services, deliverables, and fees for each task order will be negotiated separately for each project. The terms of each task will be established at the time of the Task Order's issuance. Once a task order proposal is approved, the consultant will be bound by the terms of the Professional Services Agreement (PSA) until the task is completed unless otherwise released by the City. Term: The term of the proposed Professional Service Agreement is three (3) years. Estimated Total Contract Amount: $600,000. Extension Option: There is an option to extend the term as mutually agreed between the City and the selected consultant. The selected firm will be required to provide basic A/E services and any other identified special services on a task-order basis on individual projects. Core Disciplines: The A/E team is to include, at a minimum, the following core disciplines: Architectural Mechanical, Electrical, Plumbing Fire Protection Structural & Civil/Site Engineering. Services: The services might include investigation, programming, conceptual design development, final construction document preparation, and professional services during bidding and construction, as well as presentations regarding projects before various City Boards and Agencies or other public meetings. The City of St. Louis is fully committed to involving M/WBE firms in meaningful roles on all consultant contracts. To that end, the City, acting through the Airport Authority Business Diversity Development Office and St. Louis Development M/WBE Office, has established goals of 25% MBE and 5% WBE participation for this consultant contract. The goal is a per cent of the original consultant contract amount for the utilization of firms owned and controlled by minorities and women and such goal also applies to any additional amount added to the consultant contract.
