The award of the contract, if it is awarded, will be to a responsible and responsive Bidder whom the City Commission, in its sole discretion and judgment, determines will be in the best interest of the City of Bay City, and which will not exceed the funds available for the project. DESCRIPTION This work consists of adding a concrete collar around existing and proposed structure manholes (sanitary, storm, combined, telephone and electric) and water main valve boxes within the paved roadway surface after the top course of HMA has been placed. Work includes temporarily lowering the structure prior to paving, locating the structure, coring the HMA, adjusting the elevation of the structure to match adjacent finished HMA grade, and installing a cast-in-place concrete collar around the structure. Perform work in accordance with sections 403 and 1004 of the Standard Specifications for Construction, except as modified herein.
