The purpose of this Request for Proposal (RFP) is to solicit sealed proposals to establish a Contract through competitive negotiations to provide leaf collection and disposal services to James City County. The Contract will be awarded to the Offeror whose proposal best meets the needs of the County and our residents, in strict accordance with the terms, conditions, specifications and evaluation criteria contained herein James City County is dedicated to maintaining a clean and environmentally sustainable community. As part of this commitment, the County seeks to implement an effective leaf collection and disposal program to manage the seasonal accumulation of leaves. This program aims to ensure that all collected leaves are handled efficiently, with a strong emphasis on 100% environmentally responsible disposal and recycling methods where feasible. Questions regarding this project must be submitted in writing via email to the point of contact NO LATER than 2:00 p.m. on August 7, 2024. No questions will be answered by phone. All responses to the written inquiries will be posted in an Addendum electronically. All inquiries concerning this solicitation should be submitted in writing via email, citing the particular RFP section and paragraph number. All inquiries will be answered in the form of an addendum. Inquiries must be submitted to the procurement specialist by the solicitation due date referenced in this solicitation. Point of Contact: Pam Dawson, Senior Procurement Specialist pam.dawson@jamescitycountyva.gov September 2024 Contract Award The term of this Contract is for an initial one (1) year period and four (4) optional one-year renewals. Award: Vendors should be aware that an award may be made without further discussion. The Contract will be awarded to the responsible Vendor whose proposal, conforms to this solicitation, will be most advantageous to JCC according to the criteria outlined herein. JCC reserves the right to accept or reject any or all proposals received as a result of this request, to negotiate with a qualified firm or to modify or cancel in part or in its entirety the Request for Proposal, if it is in the best interest of JCC to do so. Notification of Award will be issued in writing by James City County. Upon notification, the Successful Vendor(s) shall submit to JCC's procurement representative all required insurance certificates, W-9 form, Direct Deposit form, and such other documentation as may be requested or required hereunder. Upon their receipt and subsequent approval by County, the procurement representative will forward a Contract to the Successful Vendor for execution. Work shall not be started until the Successful Vendor receives a fully executed Contract, and/or written Notice to Proceed is issued. Should the Successful Vendor fail to execute the Contract within ten (10) calendar days after receipt and submit the required Insurance Certificates, James City County may, at its option, determine that the Successful Vendor has abandoned the Contract and thereupon, the Proposal and acceptance may be determined null and void. The County may also seek all available remedies at law and equity. Unilateral changes in proposal prices by the Vendor shall not be allowed. However, the County, at its sole discretion, reserves the right to negotiate with Vendors.
