Each bid shall contain the full name of each person or company submitting a bid and shall be accompanied by either: (1) A bond in accordance with division (B) of ORC 153.54 for the full amount of the bid; or (2) A certified check or cashiers check. The amount of the certified check or cashiers check shall be equal to ten percent (10%) of the bid, as a security that he will enter into a contract should his bid be accepted. Each bid shall be filled on forms furnished with Bid Documents and shall be delivered in a sealed envelope, the outside properly marked with Elm Street Culvert Replacement and Sanitary Improvements, Date, and Time of Bid Opening. Bids will be considered by the Administration of Andover Village on the basis of price, quality and utility and in accordance with Section 3313.46 of the Revised Code.
