Under the agreement, Independence has agreed to contribute up to $24,000 toward the estimated $4.6 million project. The resurfacing includes a sliver of Brecksville Road at Sprague Road in Independence. Brecksville City Council approved the agreement Feb. 18. Independence City Council signed the agreement before that, according to Brecksville Engineer Gerry Wise. The second phase of the Brecksville Road widening project will cover about 2 1/4 miles between Ohio 82 and Sprague Road. Wise said half of the Sprague-Brecksville Road intersection is in Independence. The City of Brecksville will seek bids for the project this spring, Wise said. The goal is to start construction in June. The first phase of the Brecksville Road resurfacing was mostly finished in October. It ran from Miller Road to Brecksville's southern border. Late last year, the city announced that the resurfacing's third phase, from Ohio 82 to Miller Road, will be delayed by one year, to 2027. That's because the construction of Valor Acres, the mixed-use development at Miller and Brecksville Road, is behind schedule. The three-phase Brecksville Road resurfacing project involves the removal and replacement of asphalt road surface 2 1/4 inches deep. The city is also building sidewalks along Brecksville Road. That's because the construction of Valor Acres, the mixed-use development at Miller and Brecksville Road, is "a bit behind schedule," city Engineer Gerry Wise told cleveland.com last week. The first phase of the Brecksville resurfacing ran from Miller Road to the city's southern border. Construction started in June and ended in October. "The project is substantially complete, with some minor items left for springtime when the weather warms back up," Wise said. "When that is done, another big project is complete." Originally, the project was supposed to end Oct. 4 but the city gave the contractor, CATTS Construction Inc. in Bedford, 20 extra days to finish the work. CATTS, in a Sept. 25 memo to the city, said it needed more time because additional grading or landscaping was required. Also, the contractor had to replace an "extra-deep" driveway apron. In addition, CATTS said, work was on hold for eight days due to uncertainty over how the company would proceed with some of the road base repairs. "Since base repairs are unknown until you mill the surface and expose the base, the plans included estimated quantities and depths of base repairs," Wise said. "Some of what they encountered in the field was deeper." As for the construction cost, it rose by only 2 percent, from the original $2.2 million contract to $2.3 million, due to two unexpected change orders. First, the company used electronic message boards to alert drivers entering the construction zone, instead of less-expensive non-electronic message boards as originally planned. "The contract included hardback signs but Catts wanted to accelerate the schedule and the signs couldn't be fabricated (in) that short of (a) period," Wise said. Secondly, the city asked CATTS to address a stormwater problem on Brecksville Road at Marathon Petroleum Corp. near Brecksville's southern border. During heavy rains, stormwater flows from the Marathon site onto Brecksville Road, covering five lanes of pavement, Wise said. The city and CATTS, to alleviate the flooding, devised a plan to install stormwater catch basins and storm sewers along Brecksville Road at the Marathon site, Wise said. Due to the Marathon change order and the 20 extra days needed for project completion, the city also paid more than expected to Greenman-Pedersen Inc. -- a regional engineering firm with headquarters in Babylon, N.Y. and an office in Richfield - which acted as project construction manager. Greenman-Pedersen's fee rose from $145,413 to $160,1234, an increase of 10 percent. The three-phase Brecksville Road resurfacing project involves the removal and replacement of asphalt road surface 2 1/4 inches deep. The city is also building sidewalks along Brecksville Road. Until now, Brecksville Road between Miller and the southern border had no sidewalks, except for a section along the western side of the street south of Snowville Road. Additionally, the city is repairing curbs and some of the road base. Last year, the city received a $1.1 million state grant that will help pay for the first phase of the Brecksville Road resurfacing.
