Advanced Notice of Solicitation - PNNL Stable Isot This is a competitive Request For Proposal (RFP) for the design/build effort of the PNNL Stable Isotope Science and Engineering Laboratory. All details may be found in the attached RFP. A. Battelle Memorial Institute (Battelle), in connection with Battelle's operation and maintenance of the U.S. Department of Energy's (DOE) Pacific Northwest National Laboratory (PNNL) in Richland, Washington under Contract No. DE-AC05-76RL01830, requires Design/Build (D/B) services to provide architecture, engineering, design, procurement, construction, and support of Battelle commissioning for a new facility hereinafter referred to as the Stable Isotope Science and Engineering Laboratory (SISEL). B. PNNL is widely recognized as a leader in conducting world class science. The Stable Isotope Science and Engineering Laboratory shall provide high-performance laboratory infrastructure to support world-class research. The project includes a goal to provide modularity and flexibility to minimize design and construction costs for future changes in use or purpose, and for the possibility of expansion of the facility in the future. C. SISEL shall be comprised of the characteristics as detailed in the Performance Specification No. S852006-SPEC-01, R0 (hereinafter referred to as P-Spec.) D. SISEL shall be a distinguished laboratory designed to include space and infrastructure that promotes creativity, develops technical leaders, and encourages staff members to be bold in their research. SISEL shall integrate and complement the existing campus aesthetic and shall draw inspiration from the General Purpose Chemistry Laboratory (3850) nearby for materiality and massing. Functionally, the design shall promote ease of long-term maintenance and operations and provide enhanced efficiency and sustainability. E. SISEL shall be arranged and configured to encourage and cause communication and collaboration. A central location for workstations shall allow for researcher "interactions" and allow for spaces that people want to occupy. Collaborative spaces should be provided in the office area to enhance this goal. F. Support spacesshall be fully integrated into the design, creating a cohesive facility, thus providing an environment to promote scientific advancements across all included mission ready capabilities. G. Contractor's D/B team shall be part of an integrated team that plans, programs, designs, constructs, commissions, and transitions SISEL to Battelle for intended operations. The team will include Battelle team (Battelle & DOE), the D/B team Contractor (and any Architect/Engineering firms), and 3rd party inspectors and commissioning agents. H. The D/B team shall follow requirements outlined in the Division 1 Specification, the P-Spec., and all references contained within the Contract Documents for the Work.
