City Council of East Wenatchee (City) and the Board of County Commissioners of Douglas County (County) are soliciting interest from consulting firms with expertise in plans of action pertaining to Safe Streets for All Action Plans, ADA Transition Plans, and Local Road Safety Plans. The proposed plans should comply with state and federal standards, ADA requirements, Federal EEO requirements, and Civil Rights language for both the City and County. Funding has been allocated through the USDOT 2023 Safe Streets and Roads for All grant program with a local match. An Interlocal Agreement between the City of East Wenatchee and Douglas County has been approved and the City of East Wenatchee is the lead agency. The consultant will work with the City of East Wenatchee and Douglas County to provide plans of action that complement each municipality while also addressing the respective needs of each. The City of East Wenatchee reserves the right to amend terms of this "Request for Proposals" (RFP) to circulate various addenda, or to withdraw the RFP at any time, regardless of how much time and effort consultants have spent on their responses. Title VI Statement The City of East Wenatchee, in accordance with Title VI of the Civil Rights Act of 1964, (78 Stat. 252, 42 U.S.C. 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award. Evaluation Criteria Submittals will be evaluated and ranked based on the following criteria: 1. Specialized experience related to this project, including Prior experience with Safe Streets for All Action Plan development. 2. Comprehensive/unique methodology & action plan. 3. Professional references from recently completed work. 4. Professional qualifications of assigned staff/project team, including sub consultants. 5. Capacity to accomplish the work on time/within budget. 6. Clarity of department role in project & ease and ability to coordinate with County staff. Submittal Submittals should include the following information: Firm name, phone and fax numbers; Name of Principal-in-Charge and Project Manager; and Number of employees in each firm proposed to project. The scope of work to be completed under a contract executed for this RFP includes a joint Safe Streets for All Action Plan, a separate ADA Transition Plan, and a separate Local Road Safety Plan. The City and County shall designate the basic premises and criteria for the design of the plans. Plans shall be developed in accordance with the design standards published by AASHTO, WSDOT, FHWA, and Douglas County, which pertain to the type of plan proposed. Federal Funds will be used for the project which will be classified as a plan of action. The method of Contractor Selection has not been Determined at this time.
