Site work and new construction of a municipal facility in Montrose, Colorado. Completed plans call for the construction of a municipal facility; and for site work for a municipal facility.

Montrose County is seeking proposals from qualified firms or individuals for permitting and construction of the Montrose County North Campus Construction Project, located at 1200 N. Grand Ave., Montrose, Colorado. The County anticipates this project to be completed on or about July 31, 2026. Contractors are encouraged to include a detailed project timeline in their proposals. Question Deadline 09/12/2024 at 5:00 PM MT Questions on this RFP must be submitted in writing, via email Email questions to: Jennifer Murray at: jmurray@montrosecounty.net Questions of general interest will be recorded, with written answers given, via the Montrose County website, no later than 5:00 PM, on September 19, 2024. The general scope of work is to provide a completely functional and fully operational North Campus facility based on the included set of plans (Exhibit A), suitable to house and support operations and services of the Montrose County Public Health, Human Services, Human Resources and Finance departments, all on a turnkey basis, to be completed no later than April 30, 2026. The Contractor shall become familiar with the Justice Center property, and all readily available information about the Justice Center property, and shall make site inspections as necessary to thoroughly understand the layout of the site including existing utilities, as well as established rights-ofway and easements. Any additional testing, investigations, and construction of all site improvements necessary for project completion and compliance with authorities having jurisdiction, RFP and contract, shall be provided by the Contractor and included in the Contractor's proposal price. Commercial General Liability o combined single limits of one million dollars ($1,000,000) each occurrence o two million dollars ($2,000,000) aggregate Coverage must include bodily injury, broad form property damage (including completed operations), personal injury (including coverage for contractual and employee acts), blanket contractual, independent contractors, products, and completed operations. The policy must also contain a provision for severability of interests. Worker's Compensation (Evidence of qualified self-insured status may be substituted) o in an amount according to applicable laws for Contractor's employees Comprehensive Automobile Liability - bodily injury and property damage o combined single limits of six hundred thousand dollars ($600,000) each occurrence o six hundred thousand dollars ($600,000) aggregate Coverage shall be for each owned, non-owned or hired Contractor vehicle (including employee-owned vehicles) used for the project and shall also contain a provision for severability of interests. Montrose County, its elected officials, officers and employees must be named on the certificate as additional insured. Upon award, the successful contractor must obtain performance, payment, and materials bonds in the full amount of the contract price. Performance, payment, and materials bonds are required by Colorado Revised Statutes (CRS) 38-26-105 and 38-26-106 for construction projects of $50,000 or more. A money order or certified check, payable to Montrose County in the full amount of the contract price, may be substituted for the bonds. Award will be made according to the highest vendor score, as determined by an Evaluation Committee. Proposal scores will be based on a maximum total score of 100 points, using the following criteria Contract award will be made on the determination of overall best value and in the best interest of Montrose County, based on evaluation criteria outlined below, as the County determines in its sole discretion. In reviewing the proposals it receives, the County reserves the right to reject, for any reason whatsoever, any and all proposals, and to waive any informality or irregularity in a proposal. The action to award a contract, in whole or in part is subject to approval by the Board of County Commissioners (BOCC). The submission of a proposal does not, in any way, commit the County to enter into an agreement with that proposer.
