General Project Description (for detailed description please refer to the full RFP document): The DISTRICT is implementing a Water Meter and Cellular Advanced Metering Infrastructure (AMI) replacement program. This RFP provides for the Cellular AMI, potable and irrigation water meter Pilot and Full Deployment portion of the water meter and cellular AMI replacement program. The Pilot is self-funded by the DISTRICT, while the Full Deployment is a State Revolving Fund (SRF) funded project. The selected VENDOR(S) shall implement the cellular AMI technology and replace existing potable and irrigation meters associated with their proposal submission for the Pilot and Full Deployment. Continuation or extension of lines are not associated with the Project. The DISTRICT intends to award up to three (3) VENDORS to participate in the self-funded Pilot whose proposals are most responsive, responsible and whose qualifications indicate the award will be to the best interest of and most advantageous to the DISTRICT and the requirements of the specifications, which shall be determined based on technical merit, price, interviews/presentations, and references. VENDOR Pilot performance shall be evaluated, and the most qualified VENDOR demonstrated by the Pilot results and criteria set forth, deemed most advantageous to the DISTRICT, shall be selected for the Full Deployment. The DISTRICT will then enter into one contract with the selected VENDOR to provide for the SRF-funded Full Deployment. The DISTRICT is not responsible for expenses incurred prior to award. The DISTRICT reserves the right to reject any and all responses and to waive any irregularities or informalities.
