A popular vacation destination spanning the Ohio-Pennsylvania border, Pymatuning State Park is well known for its wide range of outdoor opportunities. The 14,000-acre reservoir offers multiple boat access areas, seasonal docks, and some of the finest walleye and muskie fishing in Ohio. Visitors will also find a large, shaded campground with several lakeside sites, inviting cabins, a swimming beach, and scenic picnic areas along the lakeshore. The Park is operated by the Ohio Department of Natural Resources (ODNR) Division of Parks and Watercraft. The purpose of this Project is to create a trail system that will follow the shoreline of Pymatuning Lake, providing a pathway to connect the campground area at the southern edge to the main beach to the north, via Birches Boat Ramp at the center of the park. The proposed 3-mile trail will require a series of floating docks and/or boardwalks, small bridges, and paved sections that meander through wooded areas, currently inaccessible. The selected trail alignment will highlight the natural features of the park, provide connectivity to all park amenities, and create a linear pathway for active recreation. Additional highlights include the addition of waterfront observation platforms to allow trail users to move off the pathway and enjoy the beauty of the Lake. The selected firm will evaluate existing conditions to develop and implement a design strategy incorporating the recommendations from a feasibility study completed in the Spring of 2024. In meeting the project goals, it will be critical to minimize environmental impacts, while achieving phasing, budget and schedule objectives. Challenges include, but are not limited to, topography, wetlands, threatened and endangered species, heavily wooded areas, high traffic areas, stream crossings, drainage, utilities, and construction access. The selected firm will evaluate available materials for the trail surface and provide cost-effective recommendations and potential phasing options for each segment of the trail system. Special consideration must be given to property lines and setbacks with neighboring owners and to the existing Compact between Ohio and Pennsylvania for the shared oversight of Lake regulations. B. Scope of Services The selected firm will be responsible for reviewing relevant historical reports, prior assessments, inspections, and any additional documentation provided by ODNR. The selected firm shall apply for and obtain all necessary regulatory permits, maintain current estimates of probable construction costs through the design, and assist with bidding and construction administration services. Topographic surveying, geotechnical investigation, boundary surveying, ecological assessments, and cultural resources assessments, coordination with USACE and USFWS and will be required. The selected firm will provide the engineering assessments and calculations needed to advance the design, including structural, geotechnical, and hydraulics engineering. Upon award of the Agreement, the selected firm will commence with the Program Verification (PV) Stage, to present design concepts; confirm the project criteria; and evaluate the programmatic scope, schedule, and budget. The selected A/E, as a portion of its required Scope of Services and prior to submitting proposals, will discuss and clarify with the Owner and/or the Contracting Authority, the cost breakdown of the Architect/Engineer Agreement detailed cost components to fully address the Owner's project requirements. Contract will include participation in the Encouraging Diversity, Growth& Equity (EDGE) Program as required by statute and the Agreement. As required by the Agreement, and as properly authorized, provide the following categories of services: Program Verification (PV), Schematic Design, Design Development, Construction Document Preparation, Bid and Award Support, Conformed Documents, Construction Administration, Post-Construction, and Additional Services of all types. Refer to the Ohio Facilities Construction Manual for additional information about the type and extent of services required for each. A copy of the standard Agreement can be obtained at the OFCC website. During the construction period, provide not less than 16 hours (excluding travel time) on-site construction administration services each week, including (1) attendance at progress meetings, (2) a written field report of each site visit, (3) on-site representation comprised of the A/E and its consultant staff involved in the primary design of the project, all having relevant and appropriate types of construction administration experience. The ODNR Division of Engineering has developed a set of design guidelines for construction projects. It is expected that all architects, engineers, consultants, and contractors will be familiar with and utilize, as required, these design guidelines which will serve as the preference for all construction projects when developing final project specifications.
